Existing law provides for the operation of autonomous vehicles, as defined, on public roads for testing purposes under specified circumstances, and requires the Department of Motor Vehicles to adopt regulations no later than January 1, 2015, setting forth various requirements in that regard.
This bill would authorize the City of Lancaster to research and develop autonomous public buses.
This bill would make legislative findings and declarations as to the necessity of a special statute for the City of Lancaster.

The people of the State of California do enact as follows:
This act shall be known, and may be cited, as the
2Rex Parris Act.
Section 38751 is added to the Vehicle Code, to read:
The City of Lancaster may research and develop
5autonomous public buses.
The Legislature finds and declares that a special law
7is necessary and that a general law cannot be made applicable
P2 1within the meaning of Section 16 of Article IV of the California
2Constitution because of the unique need to develop autonomous
3public buses in the City of Lancaster.
