BILL ANALYSIS Ó AB 2324 Page 1 Date of Hearing: April 9, 2014 ASSEMBLY COMMITTEE ON APPROPRIATIONS Mike Gatto, Chair AB 2324 (Williams) - As Introduced: February 21, 2014 Policy Committee: Higher EducationVote:13-0 Urgency: No State Mandated Local Program: No Reimbursable: SUMMARY This bill stipulates that the two-year term of the faculty member of the California State University (CSU) Board of Trustees (BOT) may continue after expiration for one additional two-year term if the Governor has not appointed a successor. FISCAL EFFECT Negligible fiscal impact. COMMENTS Purpose . The Faculty Trustee to the CSU BOT is appointed by the Governor, from a list of nominees proposed by the Statewide Academic Senate, and serves a two-year term which commences on July 1 and expires on June 30 two years thereafter. According to the author, in recent years there have been lengthy intervals during which no faculty representative has been appointed to the BOT. The longest period was from 2009 to 2011, which resulted in the Faculty Trustee position being vacant for an entire two-year term. In the summer and fall of 2013, the board met twice while lacking a Faculty Trustee. The author believes that the absence of faculty representation is detrimental to the major, long-term decisions being made by the board. This bill, sponsored by CSU, will ensure that faculty are represented by automatically allowing the Faculty Trustee to serve an additional two-year term in the absence of a timely appointment by the Governor.
