An act relating to civil service.
LEGISLATIVE COUNSEL'S DIGEST
AB 2543, as introduced, Levine. State civil service: nepotism and

The California Constitution provides that civil service includes
every officer and employee of the state, except as specified, and

shall be filled by the appointing power by appointment, including
transfers, reinstatements, promotions, and demotions from employment
lists.
This bill would state the intent of the Legislature to enact
legislation that would create an ethics committee to address issues
relating to nepotism and cronyism in state service.
Vote: majority. Appropriation: no. Fiscal committee: no.
State-mandated local program: no.
THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:
SECTION 1. It is the intent of the Legislature to enact
legislation that would create an ethics committee to address issues
relating to nepotism and cronyism in state service.
