BILL ANALYSIS Ó SENATE COMMITTEE ON EDUCATION Carol Liu, Chair 2013-2014 Regular Session BILL NO: AB 2557 AUTHOR: Williams INTRODUCED: February 21, 2014 FISCAL COMM: Yes HEARING DATE: June 25, 2014 URGENCY: No CONSULTANT:Kathleen Chavira SUBJECT : Community College Extension Program. SUMMARY This bill deletes Pasadena City College from recently enacted provisions authorizing it as one of six community college campuses to operate and maintain an extension program during intersessions. BACKGROUND Current law requires the CCC Chancellor's Office (CCCCO) to establish a voluntary pilot program that authorizes a community college district (CCD) to establish and maintain an extension program during summer and winter intersessions, and specifically identifies eligible community college campuses for purposes of the pilot. The identified campuses include the following: 1) College of the Canyons; 2) Crafton Hills College; 3) Long Beach City College; 4) Oxnard College; 5) Pasadena City College; and, 6) Solano Community College. Current law sunsets and repeals this pilot program on January 1, 2018. (Education Code § 78230 and § 78231) ANALYSIS This bill removes Pasadena City College from provisions authorizing six specified community college campus districts to establish and maintain a voluntary extension program, as specified, during summer and winter intersessions. AB 2557 Page 2 STAFF COMMENTS 1) Status of the current program . AB 955 (Williams, Chapter 710, Statutes of 2013) was enacted to offer extension courses during intersession at a fee that covers the actual cost of the course, as specified. These programs were intended to give students an opportunity to enroll in courses they were unable to get during the state-supported regular session in order to accelerate their completion and, in addition, free up space in the companion state-supported courses, thereby increasing other students' ability to complete their programs in a more timely manner as well. It was the intent of the Legislature that at least one participating campus should begin implementation of the pilot program by January 2014 and that an additional five campuses should implement the pilot program by July 1, 2014. According to the author, Long Beach City College implemented the program for the 2014 winter intersession and is tentatively planning to offer extension courses this summer. College of the Canyons reports that the earliest they could offer a program is July 2015. 2) Why the deletion ? Although participation is voluntary for the six eligible campuses Pasadena City College (PCC) has maintained that they no longer wish to be included as a pilot campus under the program. According to the author, this measure honors PCC's request to be removed from the Community College Intersession Extension Pilot Program created by AB 955. SUPPORT None received.
