Existing law authorizes a local authority, by ordinance or resolution, and a person in lawful possession of an offstreet parking facility, to designate stalls or spaces for the exclusive purpose of charging and parking a vehicle that is connected for electric charging purposes. Existing law also authorizes the removal of a vehicle from an offstreet parking facility if the vehicle is not connected for electric charging purposes.

This bill would require, on or before July 1, 2015, an offstreet parking facility with more than 50 parking stalls or spaces to have at least 1% of the parking stalls or spaces within that facility designated for the exclusive use of electric vehicles and equipped with electric charging stations, as defined. The bill would authorize an owner or person or entity in lawful possession of multiple offstreet parking facilities within a one-mile radius to designate fewer parking stalls or spaces for electric vehicles in one or more facilities, if the total number of electric vehicle stalls or spaces, for all facilities within the one-mile radius, equals the number that would otherwise be required. The bill would prohibit a parking stall or space designated for this purpose from displacing or reducing certain accessible stalls or spaces required by federal Americans with Disabilities Act Accessibility Guidelines.

Existing law requires the driver of any vehicle involved in an accident resulting in injury to or death of any person to also give his or her name, current residence address, the names and current residence addresses of any occupant of the driver’s vehicle injured in the accident, the registration number of the vehicle he or she is driving, and the name and current residence address of the owner to the person struck or the driver or occupants of any vehicle collided with, and must give the information to any traffic or police officer at the scene of the accident. Existing law also requires the driver to render to any person injured in the accident reasonable assistance, including transporting, or making arrangements for transporting, any injured person to a physician, surgeon, or hospital for medical or surgical treatment if it is apparent that treatment is necessary or if that transportation is requested by any injured person.

(a) Notwithstanding any other law, on or before July
41, 2015, an offstreet parking facility with more than 50 parking
5stalls or spaces shall have at least 1 percent of those parking stalls
6or spaces designated for the exclusive use of electric vehicles and
7equipped with electric charging stations. Designated spaces shall
8be clearly marked and the exclusive designation shall be enforced.

9(b) The owner or person or entity in lawful possession of
10multiple offstreet parking facilities within a one-mile radius may
11designate fewer parking stalls or spaces for electric vehicles in
12one or more of those facilities, if the total number of electric vehicle
13stalls or spaces, for all facilities within the one-mile radius, equals
14the number that would otherwise be required by subdivision (a).

15(c) A parking space or stall designated pursuant to this section
16shall not displace or reduce accessible stalls or spaces required
P3    1by the federal Americans with Disabilities Act Accessibility
2Guidelines.

3(d) For purposes of this section, the following terms have the
4following meanings:

5(1) “Electric vehicle” means a vehicle that uses a plug-in battery
6to provide all or part of the motive power of the vehicle, including
7battery electric, plug-in hybrid electric, or plug-in fuel cell vehicles.

8(2) “Electric vehicle charging station” means a parking stall
9or space served by electric vehicle service equipment.

10(3) “Electric vehicle service equipment” means an electronic
11component assembly or cluster of component assemblies designed
12specifically to charge batteries within electric vehicles by
13permitting the transfer of electric energy to a battery or other
14storage device in an electric vehicle that meets both of the
15following requirements:

16(A) The component assembly or assemblies meet recognized
17standards for conductive charging of electric vehicles, including
18standard SAE J1772 of SAE International.

19(B) The component assembly or assemblies are designated and
20installed in compliance with Article 625 of the California Electrical
21Code.

SECTION 1.  

Section 20003 of the Vehicle Code is amended
23to read:

20003.  

(a) The driver of a vehicle involved in an accident
25resulting in injury to or death of any person shall also give his or
26her name, current residence address, the names and current
27residence addresses of any occupant of the driver’s vehicle injured
28in the accident, the registration number of the vehicle he or she is
29driving, and the name and current residence address of the owner
30to the person struck or the driver or occupants of any vehicle
31collided with, and shall give the information to any traffic or police
32officer at the scene of the accident. The driver also shall render to
33any person injured in the accident reasonable assistance, including
34transporting, or making arrangements for transporting, any injured
35person to a physician, surgeon, or hospital for medical or surgical
36treatment if it is apparent that treatment is necessary or if that
37transportation is requested by any injured person.

38(b) Any driver or injured occupant of a driver’s vehicle subject
39to the provisions of subdivision (a) shall also, upon being requested,
40exhibit his or her driver’s license, if available, or, in the case of

2struck or to the driver or occupants of any vehicle collided with,
3and to any traffic or police officer at the scene of the accident.
