           SUMMARY  

          This bill makes various technical and non-substantive changes to  
          transportation-related provisions, including:

          1)Making several clarifying changes relating to the ability of  
            counties to use an alternative procurement procedure that  
            authorizes a county road commissioner, or a registered civil  
            engineer under the direction of the county transportation  
            director, to have any work upon county highways done under his  
            or her supervision and direction.

          2)Updating the vote threshold for the Orange County Transit  
            District to impose transaction and use taxes to reflect the  
            currently required two-thirds voter approval for the  
            imposition of a special tax.  

          3)Updating the vote threshold for local governments to impose  
            fuel taxes to reflect the currently required two-thirds voter  
            approval for the imposition of a special tax.

          4)Clarifying that applicants for a California Legacy License  
            Plate may request a personalized plate or accept a plate  
            character sequence assigned by the DMV and making conforming  
            changes related to existing fees for retention of personalized  
            plates.

          5)Bringing provisions relating to vehicles transporting  
            hazardous materials into conformance with federal law to  
            ensure California can continue to be eligible for Motor  
            Carrier Safety Assistance Program grant funds.

          Negligible fiscal impact.

           COMMENTS  

           Purpose  . The Assembly Committee on Transportation is authoring  
          this year's omnibus transportation bill to make a number of  
          minor, non-controversial changes to various statutes.  There is  
          no known opposition to any of the provisions in this bill.
