          CONCURRENCE IN SENATE AMENDMENTS

           SUMMARY  :  Makes various technical and non-substantive changes to  
          provisions of law related to transportation.

           The Senate amendments  :

          1)Update the statutory descriptions of Highway 5, Route 34,  
            Route 55, and Route 232 to reflect the fact that the  
            Department of Transportation (Caltrans) has relinquished  
            portions of these highways to local agencies.  

          2)Allow the State Controller's Office to post on its Web site,  
            instead of submitting to the Legislature, an annual summary of  
            revenues and expenditures for each county that has adopted a  
            local vehicle registration surcharge to fund fingerprint  
            programs.  

          3)Correct a cross-referencing error in a section of the Vehicle  
            Code relating to commercial driver's licenses.  

          4)Exempt contractors working on behalf of a utility to restore  
            service during an emergency from state hours-of-service rules.  
              

          5)Delete the requirement to register an off-highway vehicle in  
            order to transport it over public roads.  

           FISCAL EFFECT  :  According to the Senate Appropriations  
          Committee, pursuant to Senate Rule 28.8, negligible state costs.  
           

           COMMENTS  :  The Assembly Transportation Committee is authoring  
          this year's transportation omnibus bill as a cost-effective way  
          of making a number of minor, non-controversial changes to

          statute at one time.  There is no known opposition to any of the  
          provisions in the bill.  If an interested party raised concerns  
          about an item that could not be resolved, the item was not  
          included in the bill.
