Bill Summary: SB 21 would annually appropriate $15 million from the General Fund to the Regents of the University of California (UC) for allocation to the School of Medicine at UC Riverside. Fiscal Impact: This bill makes a $15 million annual appropriation from the General Fund to UC Riverside. Background: In 1974, a joint UC Riverside - UCLA program in biomedical sciences was established. The program educates 28 first-year and 28-second year medical students at UC Riverside; the students complete years 3 and 4 at UCLA along with their medical residencies. This collaboration has served approximately 700 students. In 2008, the UC Regents fully endorsed the curriculum and development of a medical school on the UCR campus. Proposed Law: SB 21 annually appropriates $15 million from the General Fund to the UC Regents for allocation to the School of Medicine at UC Riverside. This bill would provide that these funds shall be available for: 1) Academic planning activities, support of academic program offerings, and faculty recruitment; 2) the acquisition of instructional materials and equipment; and 3) Ongoing operating support for faculty, staff, and other annual operating expenses. Staff Comments: This bill would make an ongoing appropriation to the UC Regents, detailed above, that is supplemental to any appropriation made to the UC Regents in the annual Budget Act. > (>) Page 1
