This measure would proclaim February 23, 2013, as Open-Data Day.

P1 1WHEREAS, “Open data” refers to information generated by
2public sector entities that is legally accessible and made available
3to the public electronically; and
4WHEREAS, Public use of open data from government agencies
5offers an avenue toward a more open and transparent government;
6and
7WHEREAS, The State of California recognizes that government
8functions best with an informed and engaged citizenry; and
9WHEREAS, Increased access of electronic public records
10contributes to improved oversight by members of the public and
11contributes to more accountability on the part of public officials;
12and
13WHEREAS, The availability of open data increases efficiency
14and stimulates innovation; and
15WHEREAS, The State of California seeks to encourage the
16software community to develop applications and tools to collect,
17organize, and share public data in new ways; and
18WHEREAS, The State of California seeks to encourage local
19governments and agencies to make available more public
P2 1information, and to have the public information be more useful
2and easier to access; and
3WHEREAS, The State of California encourages state and local
4public agencies to adopt and publicize practices consistent with
5this encouragement; and
6WHEREAS, The purpose of Open-Data Day is to encourage
7participation in government and increase citizens’ access to public
8information; now, therefore, be it
9Resolved by the Senate of the State of California, the Assembly
10thereof concurring, That the Legislature hereby proclaims February
1123, 2013, as Open-Data Day; and be it further
12Resolved, That the Secretary of the Senate transmit copies of
13this resolution to the author for appropriate distribution.
