This measure would encourage statebegin insert agencies,end insert departmentsbegin insert, and commissionsend insert tobegin delete identify and utilize existing and potentialend deletebegin insert include in their public mission any appropriate efforts to encourage their employees to be a volunteer in the federal Volunteer Income Tax Assistance program and to work withend insert public or private partnerships to inform citizens and employees about the availability of the federal Earned Income Tax Credit and Volunteer Income Tax Assistance programs, as specified.

2social and human service needs in our state; and

3WHEREAS, The federal Earned Income Tax Credit (EITC)
4provides tax relief and income assistance to seniors and low-income

6depending upon filing status, family size, and income; end insert

7WHEREAS, The EITC lifts millions of individuals out of
8poverty each yearbegin delete in the United Statesend delete by supporting work and
9self-sufficiency while reducing the need for public assistance; and

2cost-effective economic development strategy; and

3WHEREAS, Each year, Californians volunteer their time to
4participate in the federal Volunteer Income Tax Assistance (VITA)
5program, and are trained by the public and private partnerships
6with the Internal Revenue Service to prepare tax returns; and

7WHEREAS, Each year,begin insert as a result of the VITA program,end insert the
8EITC helps approximatelybegin delete 284,376end deletebegin insert 285,000 low-incomeend insert households
9in California and brings more than $347 million into California’s
10economy; and

11WHEREAS, It is estimated that every year, out of every family
12that qualifies for the EITC, 800,000 Californians fail to file for
13EITC, accordingly, increasing Californian’s utilization of the EITC
14would help to bring additional funds into California’s economy;
15and

16WHEREAS, Every resident earning less thanbegin delete $51,000end deletebegin insert $50,270end insert
17 a year may qualify for up to $5,891 in EITC which can be used to

21apply for EITC represents a potential $5.8 million economic
22stimulant for our communities; and

23WHEREAS, An increase of $1.2 billion each year in EITC
24benefits would generate $1.2 billion in business sales, pay $311
25million in wages, and add nearly 7,500 jobs to the state economy

27WHEREAS, A volunteer EITC State Commission made up of
28executive directors of the State Board of Equalization, the
29Franchise Tax Board, the Employment Development Department,
30and representatives from the offices of the Superintendent of Public
31Instruction, the Controller, the Treasurer, the Trustees of the
32California State University System, the Board of Governors of the
33California Community Colleges, and two union representatives
34would coordinate Volunteer Income Tax Assistance (VITA)
35activities and provide callers with tax credit information, including
36information on eligibility rules, and direct workers to nearby VITA
37sites for needed tax forms and assistance; now, therefore, be it

39thereof concurring,
That the Legislature of the State of California
40encouragesbegin insert agencies,end insert departmentsbegin insert, and commissionsend insert of California

10 private outreach campaignsbegin insert and the Internal Revenue Serviceend insert to
11identify and utilize existing communications mechanisms to inform
12Californians about the availability of the EITC and VITA programs,
13which may includebegin insert placing key information inend insert state publications,
14Internet Web sites, human resource materials and communications,
15begin insert appropriate end insertcorrespondence and forms from the state taxing
16agencies, the Treasurer, and the Controller, targeted printed
17materials, caseworker and client interactions, and application
18materials for state assistance and state licenses; and be it further

19Resolved, That the Legislature of the State of California
20encourages each state entity including the State Librarian, the
21Superintendent of Public Instruction, and others to utilize existing
22state infrastructure, if appropriate, to support EITC outreach and
23statewide availability of the VITA program, which may include
24utilizing the Department of Workforce Investment Service Centers
25and other appropriate locations as VITA sites, staffed by trained
26VITA volunteers, between January and April, encouraging local
27school districts to integrate EITC outreach and VITA services into
28their parent involvement and community school efforts, and
29utilizing economic development tools and negotiations to
30encourage and support EITC outreach and employment-based
31VITA sites if appropriate; and be it further
