Senate Concurrent Resolution No. 14—Relative to California Library Week.

LEGISLATIVE COUNSEL’S DIGEST

SCR 14, as amended, Wolk. California Library Week.

This measure would declare April 14, 2013, to April 20, 2013, inclusive, as California Library Week.

P1    1WHEREAS, California Library Week seeks to partner with the
2efforts surrounding National Library Week, which is being
P1    1celebrated in public libraries throughout the United States from
2April 14, 2013, to April 20, 2013, inclusive; and

3WHEREAS, More than 21 million people use California’s public
4libraries each year; and

5WHEREAS, California’s public libraries are dynamic places,
6offering books, computers, Internet access, email reference,
7e-books, and other innovative services to connect their users with
8ideas and information; and

9WHEREAS, California’s public libraries are valued community
10centers providing education, information, knowledge, and
11entertainment; and

12WHEREAS, California’s public libraries and librarians advance
13teaching and learning by helping students, faculty, seniors,
14veterans, researchers, and other members of the general public
15obtain the best, most accurate, and complete information; and

16WHEREAS, California’s public libraries provide equal and
17economical services to library users, and in many cases, serve as
18a community’s only point of access to resources for learning; and

19WHEREAS, California’s public libraries provide technology
20training and help to bridge the digital divide for those who do not
21have access to technology at home or at school; and

22WHEREAS, California’s public libraries change lives by serving
23over 20,000 adults annually through customized literacy services
24delivered primarily through trained volunteers, who contribute
25over 750,000 hours annually to assist adults in learning how to
26read; and

27WHEREAS, The students of California are a rapidly growing
28group of library users, visiting the state’s public libraries after
29school and on weekends for homework assistance and for materials
30to use in school assignments; and

31WHEREAS, California’s public libraries are important
32community educational resources, providing books and innovative
33programs and services such as preschool literacy readiness, Toddler
34Times, the Summer Reading Program, Grandparents and Books,
35and Reach Out and Read in conjunction with pediatric clinics; and

36WHEREAS, This year the California State Library will be
37celebrating its 163rd year of providing technical assistance and
38consultation to California’s public libraries, and preserving and
39hosting an abundance of California’s priceless historical items;
40and

P3    1WHEREAS, California’s public libraries preserve our cultural
2heritage, inform our present, and inspire our future; now, therefore,
3be it

4Resolved, by the Senate of the State of California, the Assembly
5thereof concurring,
That the Legislature declares the week of April
614, 2013, to April 20, 2013, inclusive, as California Library Week,
7and commends California’s public libraries, librarians, and all
8library workers for enriching the lives of California residents and
9helping to make our state an exceptional place to live, learn, and
10work; and be it further

11Resolved, That the Secretary of the Senate transmit copies of
12this resolution to the author for appropriate distribution.
