SUBJECT : Cancer Prevention Week

DIGEST : This resolution designates April 7 to 13, 2013,
inclusive, as Cancer Prevention Week, and encourages individuals
to participate in the Cancer Prevention Study - 3 (CPS-3).
Assembly Amendments add coauthors.
ANALYSIS : This resolution makes the following legislative
findings:
1. The American Cancer Society's CPS-3 is recruiting 300,000

adults across the United States to help better understand the
genetic, environmental, and lifestyle factors that cause or
prevent cancer.
2. In 2013, more than 1,342,000 people will live with a history
of cancer, nearly 144,800 will be diagnosed with cancer, and
nearly 55,500 will die of cancer.
3. From 1988 to 2010, cancer incidence rates in California
declined by 9%.
4. Despite these improvements, nearly one in two Californians
born today will develop cancer at some point in their lives,
and it is likely that one in five will die of the disease.
5. The exact reasons why one individual develops cancer, and
another individual with very similar life experiences does
not, are beyond scientific understanding. Just as there are
many different types of cancers, there are many factors that
contribute to an individual's risk of developing cancer.
6. The goal of the American Cancer Society's CPS-3 is to better
understand those factors that contribute to cancer.
This resolution designates April 7 to 13, 2013, inclusive, as
Cancer Prevention Week, and encourages individuals to
participate in the CPS-3.

ARGUMENTS IN SUPPORT : According to the sponsor, the American
Cancer Society Cancer Action Network:
CPS-3 is a once-in-a-generation research study that will help
researchers identify factors that cause or prevent cancer.
The goal of CPS-3 is to better understand the factors
(lifestyle, environmental, genetic) that cause or prevent
cancer and, ultimately, to help eliminate cancer as a major
health concern for future generations.

SCR 17 (Anderson) highlights the fact that while from 1988 to
2010 cancer incidence rates in California declined by 9
percent, more than 144,800 Californians will still be
diagnosed with cancer this year. Just as there are many
difference types of cancers, there are many factors that
contribute to an individual's risk of developing cancer. With
one in two Californians born today expected to develop cancer
at some point in their lives, now is the time obtain more
answers as to why.
SCR 17 (Anderson) aims to promote CPS-3 and its goal to better
understand the factors that increase cancer risk.
