National Purple Heart Trail
DESCRIPTION:
This resolution designates a portion of State Route (SR) 101 in
Santa Barbara and Ventura Counties for inclusion in the National
Purple Heart Trail.
ANALYSIS:
The committee has adopted a policy regarding the naming of state
highways or structures. Under the policy, the committee will
consider only those resolutions that meet all of the following
criteria:
The person being honored must have provided extraordinary
public service or some exemplary contribution to the public
good and have a connection to the community where the highway
is located.
The person being honored must be deceased.
The naming must be done without cost to the state. Costs for
signs and plaques must be paid by local or private sources.
The author or co-author of the measure must represent the
district in which the facility is located, and the measure
must identify the specific highway segment or structure being
named.
If the segment of highway is being named for a specific
individual or individuals, it must not exceed five miles in
length.
The proposed designation must reflect a community consensus
and be without local opposition.
The proposed designation may not supersede an existing
designation unless the sponsor can document that a good faith
effort has uncovered no opposition to rescinding the prior
designation.

This resolution designates the portion of SR 101 in Santa
Barbara County from mile marker 36.16 to the Ventura County line
and the entire portion of SR 101 in Ventura County for inclusion
in the National Purple Heart Trail. The resolution further
requests the Department of Transportation to erect appropriate
signs only upon receiving donations from non-state sources
sufficient to cover the cost.
COMMENTS:
1.Purpose of the resolution . ACR 12 (Blakeslee), Resolution
Chapter 76, Statutes of 2009, designated a portion of SR 101
in Monterey, San Luis Obispo and Santa Barbara Counties for
inclusion in the National Purple Heart Trail. This resolution
extends the Purple Heart Trail through the remainder of Santa
Barbara County and all of Ventura County.
2.Purple Heart Trail . Chartered by Congress in 1958, the
Military Order of the Purple Heart (MOPH) is composed of
military men and women who have received the Purple Heart
Medal for wounds suffered in combat. In 1992, MOPH worked
with Congress to establish the Purple Heart Trail as a
symbolic and honorary system of roads, highways, bridges, and
other monuments that give tribute to the men and women who
have received the Purple Heart Medal.
3.Multiple segments already designated . Previously, the
Legislature has designated the following state highway
segments for inclusion in the National Purple Heart Trail:
SR 99 from SR 4 in San Joaquin County to SR 50 in
Sacramento County;
SR 101 from Post Mile 9.67 in Monterey County to Post
Mile 36.16 in Santa Barbara County;
SR 223 from SR 99 to SR 58 in Kern County; and
The entire routes of Interstate 5 and Interstate 80 in
California.
1.Consistent with committee policy . The author will offer an
amendment in committee to add Senator Pavley, whose district
includes a portion of the designated segment, as a co-author.
With that amendment, this resolution will be consistent with
all the provisions of the committee's policy on highway
