           SENATE VOTE  :  36-0
           
          SUBJECT  :  National Purple Heart Trail

           SUMMARY  :  Designates specified portions of State Route (SR) 101  
          in the Counties of Sana Barbara and Ventura for inclusion in the  
          National Purple Heart Trail.   Specifically,  this bill  :   

          1)Describes that the purpose for establishing the Purple Heart  
            Trail was to commemorate and honor men and women wounded or  
            killed in combat while serving in the United States Armed  
            Forces.  

          2)Describes that Assembly Concurrent Resolution (ACR) 12  
            (Blakeslee), Resolution Chapter 84, Statutes of 2009,  
            designated portions of SR 101 in Monterey and Santa Barbara  
            Counties for inclusion in the National Purple Heart Trail.  

          3)Designates a portion of SR 101 in the county of Santa Barbara  
            from post mile 36.16 to the Santa Barbara and Ventura County  
            line and the entire portion of SR 101 in the County of Ventura  
            for inclusion in the National Purple Heart Trail in an effort  
            to extend it the length of SR 101 in the Tri-County Region (an  
            area that includes the Counties of San Luis Obispo, Santa  
            Barbara, and Ventura).  

          4)Requests that the California Department of Transportation  
            (Caltrans) determine the cost of appropriate signs, consistent  
            with the signing requirements for the state highway system,  
            showing the special designation and, upon receiving donations  
            from non-state sources covering that cost, to erect those  
            signs.  

           EXISTING LAW  :  Assigns Caltrans with the responsibility of  
          operating and maintaining state highways, including the  
          installation and maintenance of highway signs.  

           FISCAL EFFECT  :  Costs to Caltrans to erect the signs are to be  
          covered by non-state donations.

           COMMENTS  :  The National Purple Heart Trail was established by  
          the Military Order of the Purple Heart in 1992 and chartered by  
          an Act of Congress.  It was created to commemorate and honor men  
          and women wounded or killed in combat while serving in the  
          United Stated Armed Forces. According to the author, the  
          National Purple Heart Trail is intended to create a visual  
          reminder to those who use the road system that others have paid  
          a high price for their freedom to travel and live in a free  
          society.  Passage of Senate Concurrent Resolution (SCR) 27 would  
          ensure that the National Purple Heart Trail extends the length  
          of SR 101 in the Tri-County region.  

           Previous legislation  :  ACR 12 (Blakeslee), Resolution Chapter  
          84, Statutes of 2009, designated a the portion of SR 101 between  
          post mile 9.67 in Monterey County and 36.16 in Santa Barbara  
          County as the National Purple Heart Trail.
