           SUBJECT  :    California Runaway and Homeless Youth Month

           DIGEST  :    This resolution designates the month of November 2013  
          as California Runaway and Homeless Youth Month and recognizes  
          the need for individuals, schools, communities, businesses,  
          local governments, and the state to take action on behalf of  
          runaway and homeless youth in California.

           ANALYSIS  :    This resolution makes the following legislative  
          findings:

          1. Runaway and homeless youth are young people between 12 and 24  
             years of age who have the least access to essential  
             opportunities and supports; and the prevalence of runaways  
             and homelessness among youth is staggering, with studies  
             suggesting that nationally between 1.6 and 1.8 million youth  
             up to 24 years of age experience homelessness every year.

          2. An overwhelming majority of runaway and homeless youth have  
             been expelled from their homes by their families; physically,  
             sexually, and emotionally abused at home; discharged from  
             foster care and other state custodial systems without  
             adequate transition plans; separated from their parents by  
             death or divorce; too poor to secure their own basic needs;

             and ineligible or unable to access adequate medical or mental  
             health resources.

          3. The number of effective programs providing services and  
             support to runaway and homeless youth in California is a  
             fraction of what is needed to fully address the needs of  
             these young people.
          4. The California Coalition for Youth, along with other  
             community-based organizations, providers, and advocates, is  
             sponsoring the third annual California Runaway and Homeless  
             Youth Month to increase awareness and action on behalf of  
             youth who are at risk or currently living on the street.

          This resolution designates the month of November 2013 as

          need for individuals, schools, communities, businesses, local  
          governments, and the state to take action on behalf of runaway  
          and homeless youth in California.
