Senate Concurrent Resolution No. 33—Relative to Prostate Cancer Awareness Month.

SCR 33, as introduced, Gaines. Prostate Cancer Awareness Month.

This measure would designate September 2013 as Prostate Cancer Awareness Month in the State of California.

P1    1WHEREAS, Prostate cancer is the most frequently diagnosed
2cancer in men aside from skin cancer and the second leading cause
3of cancer death in men aside from lung cancer; and

4WHEREAS, The American Cancer Society estimates that one
5in six men will develop prostate cancer in his lifetime with an
6estimated 238,590 new cases of the disease in the United States
7predicted for 2013, which would result in an estimated 29,720
8deaths; and

9WHEREAS, In California, prostate cancer is the most common
10cancer among men in most racial and ethnic groups. African
11American men are 45 percent more likely to develop this disease
12than non-Hispanic white men and 58 percent more likely than
13Hispanic men; and

14WHEREAS, In California, approximately 20,430 men are
15predicted to be diagnosed with prostate cancer in 2013, and, of
16this number, approximately 3,085 men are predicted to die of this
17disease; and

P2    1WHEREAS, The survival rate approaches 100 percent when
2prostate cancer is diagnosed and treated early but drops to 28
3percent when the disease spreads to other parts of the body; and

4WHEREAS, Early stages of prostate cancer usually do not have
5symptoms and genetic predisposition may be responsible for 5 to
610 percent of prostate cancer cases; and

7WHEREAS, Recent studies suggest that a diet high in processed
8meat or dairy foods may increase the risk of prostate cancer, while
9obesity may contribute to an increased risk of more aggressive
10forms of the disease; and

11WHEREAS, Obesity and smoking are associated with an
12increased risk of dying from prostate cancer; and

13WHEREAS, The American Cancer Society recommends that
14all men be given sufficient information on both the benefits and
15limitations of early detection and testing for prostate cancer to
16allow each man to make a decision based on his personal values
17and preferences; now, therefore, be it

18Resolved by the Senate of the State of California, the Assembly
19thereof concurring,
That the Legislature designates September
202013 as Prostate Cancer Awareness Month in the State of
21California and encourages public officials and citizens of California
22to observe the month with appropriate activities and programs;
23and be it further

24Resolved, That the Legislature joins communities across our
25nation to increase awareness of the importance of each man making
26an informed decision with his health care provider with regard to
27early detection and testing for prostate cancer; and be it further

28Resolved, That the Secretary of the Senate transmit copies of
29this resolution to the author for appropriate distribution.
