BILL ANALYSIS
SENATE TRANSPORTATION & HOUSING COMMITTEE BILL NO: scr 35
SENATOR MARK DESAULNIER, CHAIRMAN AUTHOR: cannella
VERSION: 4/22/13
Analysis by: Mark Stivers FISCAL: yes
Hearing date: April 30, 2013
SUBJECT:
Pinnacles National Park Highway
DESCRIPTION:
This resolution designates a portion of State Route (SR) 25 in
San Benito County as the Pinnacles National Park Highway.
ANALYSIS:
The committee has adopted a policy regarding the naming of state
highways or structures. Under the policy, the committee will
consider only those resolutions that meet all of the following
criteria:
The person being honored must have provided extraordinary
public service or some exemplary contribution to the public
good and have a connection to the community where the highway
is located.
The person being honored must be deceased.
The naming must be done without cost to the state. Costs for
signs and plaques must be paid by local or private sources.
The author or co-author of the measure must represent the
district in which the facility is located, and the measure
must identify the specific highway segment or structure being
named.
If the segment of highway is being named for a specific
individual or individuals, it must not exceed five miles in
length.
The proposed designation must reflect a community consensus
and be without local opposition.
The proposed designation may not supersede an existing
designation unless the sponsor can document that a good faith
effort has uncovered no opposition to rescinding the prior
designation.
This resolution designates the segment of SR 25 in San Benito

County from the southern county border with Monterey County to
Sunnyslope Road in Hollister and the segment from San Felipe
Road in Hollister to the northern county border with Santa Clara
County as the Pinnacles National Park Highway.
COMMENTS:
1.Purpose of the resolution . On January 10, 2013, President
Obama signed legislation creating Pinnacles National Park from
the former Pinnacles National Monument. According to the
author of this resolution, many of the nearly 400,000 tourists
who visit the park each year use SR 25. Renaming portions of
this highway will celebrate the recent change to national park
status and make it easier for travelers to locate Pinnacles
National Park.
2.Related legislation . SB 788 (Transportation and Housing
Committee), also on today's agenda, proposes to relinquish to
the City of Hollister a portion of SR 25. This resolution
excludes the segment of SR 25 in San Benito County that is
proposed for relinquishment.
3.Consistent with committee's policy . This resolution is
consistent with all the provisions of the committee's policy
on highway designations.
POSITIONS: (Communicated to the committee before noon on
Wednesday, April 24,
2013.)
SUPPORT: Council of San Benito County Governments
OPPOSED: None received.
