           SENATE VOTE  :  36-0
           
          SUBJECT  :  Bill Whitehurst Memorial Highway 

           SUMMARY  :  Designates a specific portion of State Route (SR) 152  
          in Madera County as the "Bill Whitehurst Memorial Highway."   
          Specifically,  this bill  : 

          1)Recounts the lifetime accomplishments of William S.  
            Whitehurst, a Fresno businessman, civic leader, and  
            philanthropist.  
              
          2)Designates a portion of SR 152 between its intersection with  
            State Highway 233 and its intersection with State Highway 99  
            in Madera County as the Bill Whitehurst Memorial Highway.  

          3)Requests that the California Department of Transportation  
            (Caltrans) determine the cost of appropriate signs, consistent  
            with the signing requirements for the state highway system,  
            showing the special designation and, upon receiving donations  
            from non-state sources covering that cost, to erect those  
            signs.  

           EXISTING LAW  :  Assigns Caltrans the responsibility of operating  
          and maintaining state highways.  This includes the installation  
          and maintenance of highway signs.  

           FISCAL EFFECT  :  Costs to make and erect the appropriate signs  
          are covered by donations.  

           COMMENTS  :  Born in 1922 in Sacramento, California, William S.  
          Whitehurst was a prominent Fresno businessman, civic leader, and  
          long-time philanthropist.  Mr. Whitehurst's civic  
          accomplishments included serving in the U.S. Army, serving on  
          the Los Banos City Council, and co-chairing local campaigns for  
          President's John Kennedy and Lyndon Johnson.  Known for his  
          successful entrepreneurial spirit, Mr. Whitehurst's  
          philanthropic accomplishments included providing 80 acres of  
          open-space property in Fresno County, which is currently used as

          an outdoor education center for students of all ages.  This bill  
          designating a specific portion of SR 152 in honor of William S.  
          Whitehurst acknowledges the significant role Mr. Whitehurst  
          played in the Fresno Community and Central Valley.
