This measure would designate a specified portion of State Highway Route 94 in the County of San Diego as the Stephenbegin delete Palmer Sr.end deletebegin insert Palmer, Sr.,end insert Memorial Highway. This measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering those costs, to erect those signs.

3on November 24, 1946, in Lima, Peru, and served in the United
4States Navy from July 21, 1964, to November 22, 1967; and

5WHEREAS, On November 26, 1975, Stephenbegin delete Palmer Sr.end delete
6begin insert Palmer, Sr.,end insert married his wife, Bertha Rios, a native of San Diego;
7and

8WHEREAS, Stephenbegin delete Palmer Sr.end deletebegin insert Palmer, Sr.,end insert began working
9for the Department of Transportation (Caltrans) in 2007, where
P2    1he quickly worked his way into playing an integral role and became
2a proud member ofbegin insert Caltransend insert District 11’s Imperial Landscape
3Crew; and

4WHEREAS, Stephenbegin delete Palmer Sr.end deletebegin insert Palmer, Sr.,end insert died from injuries
5sustained after being struck by a trolley car in the National City
6area of Sanbegin delete Diego,end deletebegin insert Diegoend insert while on thebegin delete job,end deletebegin insert jobend insert on May 4, 2011;
7and

8WHEREAS, Now, at the maintenance yard where thebegin insert Caltransend insert
9 Imperial Landscape Crew gathers, the chair where Stephenbegin insert Palmer,
10Sr.,end insert
sat stands empty, serving as a reminder of how precious life
11is, and bringing to mind the man who gave his life serving the
12citizens of California; and

13WHEREAS, Stephenbegin delete Palmer Sr.end deletebegin insert Palmer, Sr.,end insert treasured his
14family and did all he possibly could for each and every one of
15them; and

16WHEREAS, Stephenbegin delete Palmer Sr.end deletebegin insert Palmer, Sr.,end insert was 64 years old
17and is survived by his wife, Bertha, their sons, Stephenbegin delete Jr.,end deletebegin insert Palmer,
18Jr.,end insert
who also works forbegin insert Caltransend insert District 11 Maintenance, Richard
19Asperin, and Gilbert Asperin, daughter, Sherry Yafuso, sisters,
20Judy, Clare, and Mary, brothers, Bob, Paul, and David, and 13
21grandchildren; and

22WHEREAS, In recognition of Stephenbegin delete Palmer Sr.’send deletebegin insert Palmer,
23Sr.’s,end insert
great contributions, service, and sacrifice in service of
24Caltrans and the citizens of California, it would be a fitting tribute
25to designate a portion of State Highway Route 94 in the County
26of San Diego in honor of Stephenbegin delete Palmer Sr.;end deletebegin insert Palmer, Sr.;end insert now,
27therefore, be it

28Resolved by the Senate of the State of California, the Assembly
29thereof concurring,
That the Legislature hereby designates the
30portion of State Highway Route 94 between Old Campo Road and
31Melody Road in the County of San Diego as the Stephenbegin delete Palmer
32Sr.end delete
begin insert Palmer, Sr.,end insert Memorial Highway; and be it further

33Resolved, That the Department of Transportation is requested
34to determine the cost of appropriate signs consistent with the
35signing requirements for the state highway system, showing this
36special designation and, upon receiving donations from nonstate
37sources sufficient to cover the cost, to erect those signs; and be it
