SENATE VOTE : 36-0
SUBJECT : Memorial Highway Naming
SUMMARY : Designates a specific portion of State Highway Route
(SR) 94 in San Diego County as the Stephen Palmer, Sr. Memorial
Highway. Specifically, this bill :
1)Recounts the life and accomplishments of Mr. Palmer, Sr.
2)Designates specific portions of SR 94 between Old Campo Road
and Melody Road in San Diego County as the "Stephen Palmer,
Sr. Memorial Highway."
3)Requests that the California Department of Transportation
(Caltrans) determine the cost of appropriate signs, consistent
with the signing requirements for the state highway system,
showing the special designation and, upon receiving donations
from non-state sources covering that cost, to erect those
signs.
EXISTING LAW : Assigns Caltrans the responsibility to determine
the cost of appropriate signs, consistent with the signing
requirements for the state highway system, showing the special
designation and, upon receiving donations from non-state sources
covering that cost, to erect those signs.
FISCAL EFFECT : Costs to make and erect the appropriate signs
are covered by donations.
COMMENTS : Mr. Palmer, Sr., was born on November 24, 1946, in
Lima, Peru. In 1964, he enlisted in the United States Navy and
served for 4 years. Mr. Palmer, Sr. began working for Caltrans
in 2007, where he quickly worked his way into playing an
integral role of Caltrans' District 11 Imperial Landscape Crew.
Stephen Palmer, Sr. died from injuries sustained after being
struck by a trolley car in the National City area of San Diego
while performing landscaping duties for Caltrans. Mr. Palmer,
Sr. died at the age of 64 on May 4, 2011.
