Senate Concurrent Resolution No. 3—Relative to School Choice Week.

This measure would proclaim the week of January 27, 2013, through February 2, 2013, as School Choice Week.

P1    1WHEREAS, The California Constitution requires the Legislature
2to encourage by all suitable means the promotion of intellectual,
3scientific, moral, and agricultural improvement; and

4WHEREAS, Excellence in education is a primary goal of the
5State of California; and

6WHEREAS, California’s student body is one of the most diverse
7in the world and therefore requires a diverse educational system;
8and

9WHEREAS, A child’s residence should not determine the quality
10of his or her education; and

11WHEREAS, All students in California, regardless of
12background, should have the right to the highest quality schools
13possible; and

14WHEREAS, School choice programs provide students and
15parents with access to high-quality schools; and

16WHEREAS, Taxpayers and parents who fund the public school
17system should be able to choose which school is best for their
18children; and

P2    1WHEREAS, School choice promotes parental involvement; and

2WHEREAS, School choice is especially critical for low-income
3families who often have few educational options; and

4WHEREAS, California recognizes the many high-quality
5teaching professionals in public and nonpublic schools who are
6committed to educating children; and

7WHEREAS, California appropriately embraces educational
8choice in the provision of higher education; and

9WHEREAS, Parents, students, and teachers in every state across
10the nation come together each year to recognize school choice and
11the need for effective education options for all children; now,
12therefore, be it

13Resolved by the Senate of the State of California, the Assembly
14thereof concurring,
That the Legislature proclaims the week of
15January 27, 2013, through February 2, 2013, as “School Choice
16Week”; and be it further

17Resolved, That the Secretary of the Senate transmit copies of
18this resolution to the National School Choice Week organization
19and to the author for appropriate distribution.
