DIGEST : This resolution proclaims May 2013 as Motorcycle
          Safety Awareness Month in California.

ANALYSIS : This resolution contains the following legislative
          findings:

          1. In 1987, the State of California initiated a statewide,
multifaceted motorcycle safety program designed to promote
safety through the education and training of novice
motorcycle riders, and beginning in 2008, the California
Highway Patrol (CHP) partnered with public and private
motorcycle safety stakeholder organizations to develop a
comprehensive effort to address a steep, 10-year increase of
motorcyclist fatalities and injuries on the state's roadways.

          2. Since its inception, the California Motorcyclist Safety
Program (CMSP) has set a national record and leads the nation
             with over 843,000 motorcyclists trained.

          3. The CHP and the CMSP are committed to educating motorcycle
riders and operators about other vehicles to reduce the pain,
suffering, and economic loss that result from traffic
                                                                CONTINUED

                                                                     Page

collisions, through education on the dangers of impaired
riding and the need for other motorists to be aware of
motorcycles among the mix of vehicles used for
             transportation.

          4. During the month of May 2013, the CMSP, the CHP, and
national, state, and local motorcycle safety organizations
will join together in an effort to increase awareness by
motorcyclists and motorists of the need to safely coexist in
             California's roadways.

This resolution proclaims May 2013 as Motorcycle Safety
          Awareness Month.
