This measure would designate a specifiedbegin delete overcrossingend deletebegin insert undercrossingend insert on State Highway Route 680 in Contra Costa County as the Officer Kenyon Youngstrom Memorialbegin delete Overcrossingend deletebegin insert Undercrossingend insert. The measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.

P1    1WHEREAS, California Highway Patrol (CHP) Officer Kenyon
2Marc Youngstrom was born October 8, 1974, in Pasadena,
3California; and

4WHEREAS, Officer Youngstrom graduated from Arlington
5High School in Riverside in 1993, and attended California Baptist
6University in Riverside, as well as Napa Valley College, in Napa;
7and

P2    1WHEREAS, Officer Youngstrom, from a young age, recognized
2the importance of public service, and was known as a hard worker
3who always gave back to his community; and

4WHEREAS, Officer Youngstrom served as a member of the
5United States Army Reserve for six years, achieving the rank of
6an E-4 Specialist; and

7WHEREAS, Officer Youngstrom entered the CHP Academy
8in August 2005 and graduated in February 2006 (badge number
918063), and was initially assigned to the Contra Costa area; and

10WHEREAS, Officer Youngstrom, after serving nearly three
11years in the Contra Costa area, voluntarily transferred to the Golden
12Gate Division as a member of the Field Support Unit, where he
13served as a distinguished member of the Protective Services Detail,
14responsible for providing protection to various dignitaries, heads
15of state, legislators, and other VIPs visiting the San Francisco Bay
16Area; and

17WHEREAS, Officer Youngstrom transferred back to the Contra
18Costa area in August 2012 where he spent the remainder of his
19career; and

20WHEREAS, Officer Youngstrom performed several duties over
21the course of his career, and because of his exceptional skills as
22an officer, he served as a mentor and recruiter for new officers to
23the CHP, as well as a RADAR and LIDAR instructor; and

24WHEREAS, Officer Youngstrom, while assisting a fellow
25officer on September 4, 2012, with an enforcement stop on State
26Highway Route 680 (Interstate 680), was critically shot by the
27driver of the stopped vehicle, and passed away the following day
28at the John Muir Medical Center in Walnut Creek; and

29WHEREAS, Officer Youngstrom, upon his death, gave the gift
30of life through organ and tissue donation, helping to save the lives
31of four individuals; and

32WHEREAS, Officer Youngstrom was a man of family and faith,
33and was a member of the Community Bible Church of Vallejo in
34Vallejo; and

35WHEREAS, Officer Youngstrom is survived by his wife, Karen,
36four children, Alexander, Madison, Andrew, and Kennedy, his
37parents, Gaylord and Jill Youngstrom, four brothers, and a sister;
38and

P3    1WHEREAS, Officer Youngstrom, as a father, leaves behind a
2legacy, instilled in his children, of a sense of respect and dignity;
3and

4WHEREAS, Officer Youngstrom is admired for his
5professionalism, dedication, honesty, loyalty, respect, and courage;
6now, therefore, be it

7Resolved by the Senate of the State of California, the Assembly
8thereof concurring,
That the life, achievements, and distinguished
9career of Officer Kenyon Marc Youngstrom, and his ultimate
10sacrifice while performing honorable and faithful service to the
11people of California as a CHP officer, are hereby recognized and
12honored; and be it further

13Resolved, That the State Highway Route 680begin delete overcrossing overend delete
14begin insert undercrossing atend insert Livorna Road in Contra Costa County is hereby
15designated as the Officer Kenyon Youngstrom Memorial
16begin delete Overcrossingend deletebegin insert Undercrossingend insert; and be it further

17Resolved, That the Department of Transportation is requested
18to determine the cost of appropriate signs consistent with the
19signing requirements for the state highway system showing this
20special designation and, upon receiving donations from nonstate
21sources sufficient to cover the cost, to erect those signs; and be it
22further

23Resolved, That the Secretary of the Senate transmit copies of
24this resolution to the Department of Transportation and to the
25author for appropriate distribution.
