Senate Concurrent Resolution No. 43—Relative to thebegin insert CHPend insert Officer Kenyon Youngstrom Memorial Undercrossing.

This measure would designate a specified undercrossing on State Highway Route 680 in Contra Costa County as thebegin insert CHPend insert Officer Kenyon Youngstrom Memorial Undercrossing. The measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.

P1    1WHEREAS, California Highway Patrol (CHP) Officer Kenyon
2Marc Youngstrom was born October 8, 1974, in Pasadena,
3California; and

4WHEREAS,begin insert CHPend insert Officer Youngstrom graduated from Arlington
5High School in Riverside in 1993, and attended California Baptist
6University in Riverside, as well as Napa Valley College, in Napa;
7and

P2    1WHEREAS,begin insert CHPend insert Officer Youngstrom, from a young age,
2recognized the importance of public service, and was known as a
3hard worker who always gave back to his community; and

4WHEREAS,begin insert CHPend insert Officer Youngstrom served as a member of
5the United States Army Reserve for six years, achieving the rank
6of an E-4 Specialist; and

7WHEREAS,begin insert CHPend insert Officer Youngstrom entered the CHP
8Academy in August 2005 and graduated in February 2006 (badge
9number 18063), and was initially assigned to the Contra Costa
10area; and

11WHEREAS,begin insert CHPend insert Officer Youngstrom, after serving nearly
12three years in the Contra Costa area, voluntarily transferred to the
13Golden Gate Division as a member of the Field Support Unit,
14where he served as a distinguished member of the Protective
15Services Detail, responsible for providing protection to various
16dignitaries, heads of state, legislators, and other VIPs visiting the
17San Francisco Bay Area; and

18WHEREAS,begin insert CHPend insert Officer Youngstrom transferred back to the
19Contra Costa area in August 2012 where he spent the remainder
20of his career; and

21WHEREAS,begin insert CHPend insert Officer Youngstrom performed several duties
22over the course of his career, and because of his exceptional skills
23as an officer, he served as a mentor and recruiter for new officers
24to the CHP, as well as a RADAR and LIDAR instructor; and

25WHEREAS,begin insert CHPend insert Officer Youngstrom, while assisting a fellow
26officer on September 4, 2012, with an enforcement stop on State
27Highway Route 680 (Interstate 680), was critically shot by the
28driver of the stopped vehicle, and passed away the following day
29at the John Muir Medical Center in Walnut Creek; and

30WHEREAS,begin insert CHPend insert Officer Youngstrom, upon his death, gave
31the gift of life through organ and tissue donation, helping to save
32the lives of four individuals; and

33WHEREAS,begin insert CHPend insert Officer Youngstrom was a man of family
34and faith, and was a member of the Community Bible Church of
35Vallejo in Vallejo; and

36WHEREAS,begin insert CHPend insert Officer Youngstrom is survived by his wife,
37Karen, four children, Alexander, Madison, Andrew, and Kennedy,
38his parents, Gaylord and Jill Youngstrom, four brothers, and a
39sister; and

P3    1WHEREAS,begin insert CHPend insert Officer Youngstrom, as a father, leaves
2behind a legacy, instilled in his children, of a sense of respect and
3dignity; and

4WHEREAS,begin insert CHPend insert Officer Youngstrom is admired for his
5professionalism, dedication, honesty, loyalty, respect, and courage;
6now, therefore, be it

7Resolved by the Senate of the State of California, the Assembly
8thereof concurring,
That the life, achievements, and distinguished
9career ofbegin insert CHPend insert Officer Kenyon Marc Youngstrom, and his ultimate
10sacrifice while performing honorable and faithful service to the
11people of California as a CHP officer, are hereby recognized and
12honored; and be it further

13Resolved, That the State Highway Route 680 undercrossing at
14Livorna Road in Contra Costa County is hereby designated as the
15begin insert CHPend insert Officer Kenyon Youngstrom Memorial Undercrossing; and
16be it further

17Resolved, That the Department of Transportation is requested
18to determine the cost of appropriate signs consistent with the
19signing requirements for the state highway system showing this
20special designation and, upon receiving donations from nonstate
21sources sufficient to cover the cost, to erect those signs; and be it
22further

23Resolved, That the Secretary of the Senate transmit copies of
24this resolution to the Department of Transportation and to the
25author for appropriate distribution.
