This measure would designate a specified undercrossing on State Highway Route 680 in Contra Costa County as the CHP Officer Kenyon Youngstrom Memorial Undercrossing. The measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.

P1 1WHEREAS, California Highway Patrol (CHP) Officer Kenyon
2Marc Youngstrom was born October 8, 1974, in Pasadena,
3California; and
4WHEREAS, CHP Officer Youngstrom graduated from Arlington
5High School in Riverside in 1993, and attended California Baptist
P2 1University in Riverside, as well as Napa Valley College, in Napa;
2and
3WHEREAS, CHP Officer Youngstrom, from a young age,
4recognized the importance of public service, and was known as a
5hard worker who always gave back to his community; and
6WHEREAS, CHP Officer Youngstrom served as a member of
7the United States Army Reserve for six years, achieving the rank
8of an E-4 Specialist; and
9WHEREAS, CHP Officer Youngstrom entered the CHP
10Academy in August 2005 and graduated in February 2006 (badge
11number 18063), and was initially assigned to the Contra Costa
12area; and
13WHEREAS, CHP Officer Youngstrom, after serving nearly
14three years in the Contra Costa area, voluntarily transferred to the
15Golden Gate Division as a member of the Field Support Unit,
16where he served as a distinguished member of the Protective
17Services Detail, responsible for providing protection to various
18dignitaries, heads of state, legislators, and other VIPs visiting the
19San Francisco Bay Area; and
20WHEREAS, CHP Officer Youngstrom transferred back to the
21Contra Costa area in August 2012 where he spent the remainder
22of his career; and
23WHEREAS, CHP Officer Youngstrom performed several duties
24over the course of his career, and because of his exceptional skills
25as an officer, he served as a mentor and recruiter for new officers
26to the CHP, as well as a RADAR and LIDAR instructor; and
27WHEREAS, CHP Officer Youngstrom, while assisting a fellow
28officer on September 4, 2012, with an enforcement stop on State
29Highway Route 680 (Interstate 680), was critically shot by the
30driver of the stopped vehicle, and passed away the following day
31at the John Muir Medical Center in Walnut Creek; and
32WHEREAS, CHP Officer Youngstrom, upon his death, gave
33the gift of life through organ and tissue donation, helping to save
34the lives of four individuals; and
35WHEREAS, CHP Officer Youngstrom was a man of family
36and faith, and was a member of the Community Bible Church of
37Vallejo in Vallejo; and
38WHEREAS, CHP Officer Youngstrom is survived by his wife,
39Karen, four children, Alexander, Madison, Andrew, and Kennedy,
P3 1his parents, Gaylord and Jill Youngstrom, four brothers, and a
2sister; and
3WHEREAS, CHP Officer Youngstrom, as a father, leaves behind
4a legacy, instilled in his children, of a sense of respect and dignity;
5and
6WHEREAS, CHP Officer Youngstrom is admired for his
7professionalism, dedication, honesty, loyalty, respect, and courage;
8now, therefore, be it
9Resolved by the Senate of the State of California, the Assembly
10thereof concurring, That the life, achievements, and distinguished
11career of CHP Officer Kenyon Marc Youngstrom, and his ultimate
12sacrifice while performing honorable and faithful service to the
13people of California as a CHP officer, are hereby recognized and
14honored; and be it further
15Resolved, That the State Highway Route 680 undercrossing at
16Livorna Roadbegin insert below Bridge No. 28-191end insert in Contra Costa County
17is hereby designated as the CHP Officer Kenyon Youngstrom
18Memorial Undercrossing; and be it further
19Resolved, That the Department of Transportation is requested
20to determine the cost of appropriate signs consistent with the
21signing requirements for the state highway system showing this
22special designation and, upon receiving donations from nonstate
23sources sufficient to cover the cost, to erect those signs; and be it
24further
25Resolved, That the Secretary of the Senate transmit copies of
26this resolution to the Department of Transportation and to the
27author for appropriate distribution.
