Senate Concurrent Resolution No. 43—Relative to the CHP Officer Kenyon Youngstrom Memorial Undercrossing.

SCR 43, as amended, DeSaulnier. CHP Officer Kenyon Youngstrom Memorial Undercrossing.

This measure would designate a specified undercrossing on State Highway Route 680 in Contra Costa County as the CHP Officer Kenyon Youngstrom Memorial Undercrossing. The measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.

P1    1WHEREAS, California Highway Patrol (CHP) Officer Kenyon
2Marc Youngstrom was born October 8, 1974, in Pasadena,
3California; and

P2    1WHEREAS, CHP Officer Youngstrom graduated from Arlington
2High School in Riverside in 1993, and attended California Baptist
3University in Riverside, as well as Napa Valley College, in Napa;
4and

5WHEREAS, CHP Officer Youngstrom, from a young age,
6recognized the importance of public service, and was known as a
7hard worker who always gave back to his community; and

8WHEREAS, CHP Officer Youngstrom served as a member of
9the United States Army Reserve for six years, achieving the rank
10of an E-4 Specialist; and

11WHEREAS, CHP Officer Youngstrom entered the CHP
12Academy in August 2005 and graduated in February 2006 (badge
13number 18063), and was initially assigned to the Contra Costa
14area; and

15WHEREAS, CHP Officer Youngstrom, after serving nearly
16three years in the Contra Costa area, voluntarily transferred to the
17Golden Gate Division as a member of the Field Support Unit,
18where he served as a distinguished member of the Protective
19Services Detail, responsible for providing protection to various
20dignitaries, heads of state, legislators, and other VIPs visiting the
21San Francisco Bay Area; and

22WHEREAS, CHP Officer Youngstrom transferred back to the
23Contra Costa area in August 2012 where he spent the remainder
24of his career; and

25WHEREAS, CHP Officer Youngstrom performed several duties
26over the course of his career, and because of his exceptional skills
27as an officer, he served as a mentor and recruiter for new officers
28to the CHP, as well as a RADAR and LIDAR instructor; and

29WHEREAS, CHP Officer Youngstrom, while assisting a fellow
30officer on September 4, 2012, with an enforcement stop on State
31Highway Route 680 (Interstate 680), was critically shot by the
32driver of the stopped vehicle, and passed away the following day
33at the John Muir Medical Center in Walnut Creek; and

34WHEREAS, CHP Officer Youngstrom, upon his death, gave
35the gift of life through organ and tissue donation, helping to save
36the lives of four individuals; and

37WHEREAS, CHP Officer Youngstrom was a man of family
38and faith, and was a member of the Community Bible Church of
39Vallejo begin deletein Vallejoend delete; and

P3    1WHEREAS, CHP Officer Youngstrom is survived by his wife,
2Karen, four children, Alexander, Madison, Andrew, and Kennedy,
3his parents, Gaylord and Jill Youngstrom, four brothers, and a
4sister; and

5WHEREAS, CHP Officer Youngstrom, as a father, leaves behind
6a legacy, instilled in his children, of a sense of respect and dignity;
7and

8WHEREAS, CHP Officer Youngstrom is admired for his
9professionalism, dedication, honesty, loyalty, respect, and courage;
10now, therefore, be it

11Resolved by the Senate of the State of California, the Assembly
12thereof concurring,
That the life, achievements, and distinguished
13career of CHP Officer Kenyon Marc Youngstrom, and his ultimate
14sacrifice while performing honorable and faithful service to the
15people of California as a CHP officer, are hereby recognized and
16honored; and be it further

17Resolved, That the State Highway Route 680 undercrossing at
18Livorna Road below Bridge No. 28-191 in Contra Costa County
19is hereby designated as the CHP Officer Kenyon Youngstrom
20Memorial Undercrossing; and be it further

21Resolved, That the Department of Transportation is requested
22to determine the cost of appropriate signs consistent with the
23signing requirements for the state highway system showing this
24special designation and, upon receiving donations from nonstate
25sources sufficient to cover the cost, to erect those signs; and be it
26further

27Resolved, That the Secretary of the Senate transmit copies of
28this resolution to the Department of Transportation and to the
29author for appropriate distribution.
