This measure would proclaim July 25, 2013, as Swimmable California Day to recognize Californians’ rights to clean and safe waters for swimming and other appropriate activities, and to encourage Californians to enjoy and use their waters.

P1 1WHEREAS, The United States Congress passed the federal
2Clean Water Act in 1972 with the goal of providingbegin delete clean,end deletebegin insert clean
3andend insert safe waters for swimming, fishing, and drinking; and
4WHEREAS, The California State Legislature passed the
5begin delete Californiaend delete Porter-Cologne Water Quality Control Act in 1969 to
6entrust thebegin delete State Water Board and nine Regional Boardsend deletebegin insert state water
7board and nine regional boardsend insert with broad duties and powers to
P2 1preserve and enhance all beneficial uses of waters of the state,
2including, but not limited to, recreation; and
3WHEREAS, Federal and state clean water laws have facilitated
4dramatic improvements in controlling pollution from industrial
5and municipal treatment work pipes; and
6WHEREAS, Continued efforts are needed to address polluted
7begin delete storm waterend deletebegin insert stormwaterend insert runoff, trash, and other threats to the health
8of California’s ocean, coastline, and waters; and
9WHEREAS, California coastal areas, beaches, estuaries, rivers,
10streams, and lakes enhance the quality of life and well-being of
11begin insert all end insert Californians; and
12WHEREAS, An estimated 238 million people use and enjoy
13California’s beaches each year; and
14WHEREAS, Urban rivers and other waters provide free exercise
15and recreational opportunities for low-income communities that
16might otherwise have limited access to natural environments or
17open spaces; and
18WHEREAS, California depends on clean water for its
19recreational andbegin delete eco-tourism,end deletebegin insert ecotourism,end insert fishing industry,
20international ports, and other coastal orbegin delete ocean dependentend delete
21begin insert ocean-dependentend insert industries; and
22WHEREAS, California’s ocean economy generates more than
23$40 billion annually, with the tourism and recreation sectors
24accounting for 76 percent of all coastal employment; now,
25therefore, be it
26Resolved by the Senate of the State of California, the Assembly
27thereof concurring, That the California Legislature finds that
28implementation, enforcement, and funding of federal and state
29stormwater regulations and other water laws are critical to
30California’s economy and its way of life; and be it further
31Resolved, That the California Legislature proclaims July 25,
322013, as “Swimmable California Day” to recognize Californians’
33rights to coastal areas, beaches, estuaries, rivers, streams, and lakes
34that are clean and safe for swimming and other appropriate
35activities, and to encourage Californians to enjoy and use their
36waters; and be it further
37Resolved, That the Secretary of the Senate transmit copies of
38this resolution to the author for appropriate distribution.
