SENATE VOTE : 36-0
SUBJECT : Vernon P. Valenzuela Memorial Highway
SUMMARY : Designates a specific portion of State Route (SR) 204
in the City of Bakersfield as the "Vernon P. Valenzuela Memorial
Highway." Specifically, this bill :
1)Recounts the lifetime accomplishments of Vernon P. Valenzuela,
a Vietnam veteran, professional counselor, and lifelong
advocate for military veterans.
2)Designates a portion of SR 204 between F Street and Q Street
in the City of Bakersfield as the Vernon P. Valenzuela
Memorial Highway.
3)Requests that the California Department of Transportation
(Caltrans) determine the cost of appropriate signs, consistent
with the signing requirements for the state highway system,
showing the special designation and, upon receiving donations
from non-state sources covering that cost, to erect those
signs.
EXISTING LAW: Assigns Caltrans the responsibility of operating
and maintaining state highways. This includes the installation
and maintenance of highway signs.
FISCAL EFFECT : Costs to make and erect the appropriate signs
are covered by donations.
COMMENTS : Born on January 15, 1949, Mr. Valenzuela was raised
in Bakersfield, California and was the youngest of five
siblings. Dropping out of high school to serve in the Vietnam
War, Mr. Valenzuela returned to California, completed his high
school education, and ultimately became the first member of his
family to attend college. Upon graduating college, Mr.
Valenzuela devoted the rest of his life to advocating on behalf
of military veterans and becoming a prominent counselor
specializing in post-traumatic stress disorder. This bill

designating a specific portion of SR 204 in honor of Vernon P.
Valenzuela acknowledges the significant role Mr. Valenzuela
played in the Bakersfield community and advocating for military
veterans.
