           SENATE VOTE  :  36-0
           
          SUBJECT  :  Vallejo Police Officer James Capoot Memorial Highway 

           SUMMARY  :  Designates a specific portion of State Route (SR) 37  
          in Solano County as the "Vallejo Police Officer James Capoot  
          Memorial Highway."  Specifically,  this bill  :

          1)Recounts the lifetime accomplishments of Officer James Capoot,  
            a military veteran, police officer, and family man.  
              
          2)Designates a portion of SR 37 between Interstate 80 and SR 29  
            in Solano County as the Vallejo Police Officer James Capoot  
            Memorial Highway.  

          3)Requests that the California Department of Transportation  
            (Caltrans) determine the cost of appropriate signs, consistent  
            with the signing requirements for the state highway system,  
            showing the special designation and, upon receiving donations  
            from non-state sources covering that cost, to erect those  
            signs.  

           EXISTING LAW  :  Assigns Caltrans the responsibility of operating  
          and maintaining state highways.  This includes the installation  
          and maintenance of highway signs.  

           FISCAL EFFECT  :  Costs to make and erect the appropriate signs  
          are covered by donations.  

           COMMENTS  :  Born in Little Rock, Arkansas, Officer Capoot joined  
          the United States Marine Corps and was stationed at the Mare  
          Island Naval Shipyard in Vallejo, California.  Once completing  
          his active duty, Officer Capoot joined the California Highway  
          Patrol in 1990 and three years later joined the Vallejo Police  
          Department.  After serving 18 years on the Department, Officer  
          Capoot was killed in the line of duty while responding to a bank  
          robbery. This bill designating a specific portion of SR 37 in  
          honor of Officer James Capoot acknowledges the significant role  
          Officer Capoot played in the Vallejo community.
