SUBJECT : Housing with services

DIGEST : This resolution urges the President of the United
States and the U.S. Congress to support housing with services
models which combine federally subsidized housing programs with
supportive services that enable residents to age in their
residency.
Assembly Amendments revise and recast the resolution with a
similar intent as it left the Senate.
ANALYSIS : This resolution makes legislative findings and

declarations that:
1. Support and encourage housing with services models that
enable aging residents to remain occupants even though their
physical state has deteriorated, and they are no longer fully
independent.
2. The state's demographics indicate exponential growth of the
65 and older population which is currently roughly 1-in-10,
to roughly one-in-five by 2035.
3. There are cost-benefits of extending supportive services to
the U.S. Department of Housing and Urban Development 202
programs over the costs of placements in institutional
settings.
4. California has made a commitment to maximizing the least
restrictive, most integrated housing settings.
5. Urge the President and Congress of the U.S. to support
housing with services models, innovations, and funding and to
expand Section 1115 and 1915(c) federal Medicare waivers to
test and integrate supportive services into affordable
housing settings.
This resolution urges the President of the U.S. and the U.S.
Congress to support "housing with services" models which combine
federally subsidized housing programs with supportive services
that enable residents to age in their residency.
