Senate Joint Resolution No. 3—Relative to federal spending cuts.

LEGISLATIVE COUNSEL’S DIGEST

SJR 3, as introduced, Knight. Sequestration.

This measure would urge the President and Congress of the United States to avert federal spending cuts known as “sequestration” to, among other reasons, protect the California and national economies.

Fiscal committee: no.

P1    1WHEREAS, Thousands of workers, countless families, and
2entire communities throughout California will be severely and
3cruelly affected by automatic, across-the-board federal spending
4cuts estimated at $1.2 trillion over the next 10 years and known
5as “sequestration”; and

6WHEREAS, The impact of a $1.2 trillion across-the-board,
7forced federal spending cuts proposed under sequestration will
8have serious and deleterious effects on our local, regional, state,
9and national economies, and jeopardize hundreds of thousands of
10high-wage, high-skill aerospace and other defense-related jobs,
11nondefense jobs, and critical social service programs in education,
12housing, health care, and other human service programs throughout
13the nation; and

14WHEREAS, The sequestration spending cuts to over 1,000
15government programs would shrink defense and nondefense
16discretionary spending and be devastating to the California and
17national economies; and

P2    1WHEREAS, Due to our unique combination of geography,
2cutting edge technological industries, and manufacturing
3capabilities, California is second in the United States for federal
4defense spending and provides vital services to our brave men and
5women serving in uniform around the world, and a cut to the
6defense budget would dramatically reduce the provision of those
7services and risk the safety of our troops; and

8WHEREAS, Sequestration cuts would not only hurt California,
9but every state, thus threatening another national economic
10recession; and

11WHEREAS, Over 2.14 million jobs are projected to be lost in
12the United States, including 225,464 jobs lost in California, if the
13sequestration cuts are triggered; and

14WHEREAS, An estimated $215 billion reduction in the nation’s
15gross domestic product, including an almost $23 billion reduction
16in California’s gross state product are projected, if the sequestration
17cuts are triggered; and

18WHEREAS, A long-term, bipartisan compromise that averts
19sequestration will protect the California and national economies
20and provide a balanced and thoughtful budget solution; now,
21therefore, be it

22Resolved by the Senate and the Assembly of the State of
23California, jointly,
That the Legislature urges the President and
24Congress of the United States to avert federal spending cuts known
25as “sequestration” to protect the California and national economies;
26and be it further

27Resolved, That the Secretary of the Senate transmit copies of
28this resolution to the President and Vice President of the United
29States, the Speaker of the House of Representatives, the Minority
30Leader of the House of Representatives, the Majority Leader of
31the United States Senate, the Minority Leader of the United States
32Senate, and to each Senator and Representative from California
33in the Congress of the United States.
