This measure would memorialize the President and Congress of the United States to enact appropriate legislation reauthorizing the federal Older Americans Act of 1965.

P1 1WHEREAS, In 2006, Congress reauthorized the federal Older
2Americans Act of 1965 in its entirety, effective through the 2011
3fiscal year; and
4WHEREAS, The federal Older Americans Act of 1965 has not
5been reauthorized since 2006, although it was updated in 2009 and
6funding for its programs has been authorized since that date on an
7annual basis; and
8WHEREAS, The Congressional appropriations staff continue
9to stress the tight spending caps on discretionary programs imposed
10by the Balanced Budget Act of 1997; and
11WHEREAS, A substantial number of older Americans living
12in the State of California will be at risk if there are significant
13reductions in allocated funds for the programs funded by the act;
14and
15WHEREAS, Further delay in the reauthorization of the federal
16Older Americans Act of 1965 will erode the capacity of the act’s
P2 1various structures to deliver services to meet the needs of older
2Americans; and
3WHEREAS, The federal Older Americans Act of 1965 should
4immediately be reauthorized to preserve the aging network’s role
5in home- and community-based services, maintain the advocacy
6and consumer directed focus of the act, and give area agencies on
7aging increased flexibility in planning and delivering services to
8vulnerable older Americans; and
9WHEREAS, The federal Older Americans Act of 1965 should
10be funded in the same manner in which the act has been funded
11for the past 48 years; now, therefore, be it
12Resolved by the Senate and the Assembly of the State of
13California, jointly, That the Legislature memorializes the President
14and the Congress of the United States to enact appropriate
15legislation that would reauthorize the federal Older Americans Act
16of 1965.
17Resolved, That the Secretary of the Senate transmit copies of
18this resolution to the President and Vice President of the United
19States, to the Speaker of the House of Representatives, to the
20Majority Leader of the Senate, to the Chairman of the Senate
21Special Committee on Aging, to each Senator and Representative
22from California in the Congress of the United States, and to the
23author for appropriate distribution.
