SUBJECT : Reauthorization of the federal Older Americans Act
of 1965

DIGEST : This resolution memorializes the President and
Congress of the United States to enact appropriate legislation
reauthorizing the federal Older Americans Act of 1965.
ANALYSIS : This resolution makes the following legislative
findings:
1.The federal Older Americans Act of 1965 has not been
reauthorized since 2006, although it was updated in 2009 and
funding for its programs has been authorized since that date
on an annual basis.
2.A substantial number of older Americans living in the State of
California will be at risk if there are significant reductions
in allocated funds for the programs funded by the act.
Further delay in the reauthorization of the federal Older
Americans Act of 1965 will erode the capacity of the act's
various structures to deliver services to meet the needs of
older Americans.
3.The federal Older Americans Act of 1965 should immediately be

reauthorized to preserve the aging network's role in home- and
community-based services, maintain the advocacy and consumer
directed focus of the act, and give area agencies on aging
increased flexibility in planning and delivering services to
vulnerable older Americans.
This resolution memorializes the President and Congress of the
United States to enact appropriate legislation reauthorizing the
federal Older Americans Act of 1965.
Background
The Older Americans Act was originally enacted in 1965, and
supports a wide range of social services and programs for older
individuals, such as home-delivered nutrition services, family
caregiver support, community service employment, the long-term
care ombudsman program, and services to prevent abuse, neglect,
and exploitation of older persons.
Since being enacted, Congress has reauthorized and amended the
Act several times. The Act was last reauthorized in 2006
through the end of 2011. Even though the Act expired in 2011,
Congress has continued to appropriate funding for its activities
in fiscal year 2012 through March 27, 2013.
Last year, United States Senator Bernard Sanders introduced a
comprehensive Older Americans Act reauthorization bill (S.
2037). Unfortunately, the bill was not enacted prior to the
112th Congress adjourning on January 3, 2013.
