P1 1WHEREAS, The California Constitution requires the Legislature
2to encourage by all suitable means the promotion of intellectual,
3scientific, moral, and agricultural improvement; and
4WHEREAS, Excellence in education is a primary goal of the
5State of California; and
6WHEREAS, California’s student body is one of the most diverse
7in the world and therefore requires diverse educational
8opportunities; and
9WHEREAS, A child’s residence should not determine the quality
10of his or her education; and
11WHEREAS, All students in California, regardless of
12background, should have access to the highest quality schools
13possible; and
14WHEREAS, Taxpayers and parents who fund the public school
15system should be able to choose which school is best for their
16children within state and local legal parameters; and
17WHEREAS, School choice promotes parental involvement; and
18WHEREAS, School choice spans all socioeconomic, political,
19cultural, and ethnic groups; and
20WHEREAS, California recognizes the many high-quality
21teachers and school employees in public and nonpublic schools
22who are committed to educating children; and
23WHEREAS, Parents, students, and teachers in states across the
24nation come together each year to recognize school choice and the
25need for effective educational options for all children; now,
26therefore, be it
P2 1Resolved by the Senate of the State of California, That the Senate
2proclaims the week of January 27, 2013, through February 2, 2013,
3as “School Choice Week”; and be it further
4Resolved, That the Secretary of the Senate transmit copies of
5this resolution to the author for appropriate distribution.
