DIGEST : This bill corrects a drafting error and enacts
technical clean-up to the budget trailer bill, AB 97 (Assembly
Budget Committee), that established the Local Control Funding
Formula (LCFF) for school districts, charter schools, and county
offices of education (COEs); and enacts technical clean-up to
the 2013 Budget Act, AB 110.
Assembly Amendments delete prior version and insert current
language of the bill.
ANALYSIS : This bill provides clarifying and technical
amendments to AB 97. Beginning in the 2013-14 fiscal year, AB
97 establishes a LCFF for school districts, charter schools, and
COEs. In addition, AB 97 requires school districts and COEs,
on or before July 1, 2014 (with annual updates beginning in
2015), to adopt a local control and accountability plan to
measure various state and local goals, as specified, using a

template adopted by the State Board of Education.
Specifically, this bill:
1.Removes a provision that was not part of the budget agreement,
and that was inadvertently included in AB 97. The provision
specifies how school districts shall spend the funding
adjustment they receive for students enrolled in grades 9
through 12.
2.Clarifies that a school district shall spend no less on
home-to-school transportation than the amount of funds the
district spent for home-to-school transportation programs in
the 2012-13 fiscal year.
3.Inserts the proper name of the entity established to provide
technical assistance to school districts and county offices of
education.
