           SUBJECT  :    Budget Act of 2013:  School Finance

           DIGEST  :    This bill corrects a drafting error and enacts  
          technical clean-up to the budget trailer bill, AB 97 (Assembly  
          Budget Committee), that established the Local Control Funding  
          Formula for school districts, charter schools, and county  
          offices of education (COEs); and enacts technical clean-up to  
          the 2013 Budget Act, AB 110.

           Assembly Amendments  delete prior the Senate version of the bill  
          and instead insert the current language.

           ANALYSIS  :    This bill provides clarifying and technical  
          amendments to AB 97.  Beginning in the 2013-14 fiscal year, AB

          97 (Committee on Budget), establishes a Local Control Funding  
          Formula for school districts, charter schools, and COEs.  In  
          addition,  AB 97 requires school districts and COEs, on or  
          before July 1, 2014 (with annual updates beginning in 2015), to  
          adopt a local control and accountability plan (LCAP) to measure  
          various state and local goals, as specified, using a template  
          adopted by the State Board of Education.

          Remaining in AB 97 are the following provisions for career and  
          technical education:

          1.Maintenance of three categorical programs:  Partnership  
            Academies; Agricultural Vocational Education; and Specialized  
            Secondary Programs.

          2.A two-year "maintenance of effort" requirement for counties or  
            districts operating Regional Occupation Centers/Programs and  
            Adult Ed programs, meaning in the budget year and the year  
            following they must spend on those programs at least what they  
            spent in 2012-13.

          3.Requirement that district and county LCAPs include details of  
            student opportunities and school-level goals for college and  
            career preparation.  Annual updates to LCAPs must include  
            growth toward college/career prep goals.

          In addition, AB 86 (main education trailer bill) includes: 

          1.$250 million in one-time Proposition 98 funds for the Career  
            Pathways Trust, a competitive grant program for regional  
            partnerships linking high schools, community colleges and  
            businesses to build and improve career pathway programs.

          2.$25 million in planning grants for regional consortia  
            including school districts and community colleges to plan for  
            the future of Adult Ed.

          This bill:
          1.Removes a provision that was not part of the budget agreement,  
            and that was inadvertently included in AB 97.  The provision  
            specifies how school districts shall spend the funding  
            adjustment they receive for students enrolled in grades 9  
            through 12.

          2.Clarifies that a school district shall spend no less on  
            home-to-school transportation than the amount of funds the  
            district spent for home-to-school transportation programs in  
            the 2012-13 fiscal year.

          3.Inserts the proper name of the entity established to provide  
            technical assistance to school districts and county offices of
