Senate Concurrent Resolution No. 56—Relative to National Night Out.

SCR 56, as introduced, Torres. National Night Out.

This measure would proclaim August 6, 2013, as National Night Out in California and would urge the people of California to observe and participate in National Night Out.

P1    1WHEREAS, On August 6, 2013, the National Association of
2Town Watch is joining with law enforcement agencies,
3communities, and business organizations throughout the nation to
4sponsor the 30th Annual National Night Out, a unique, nationwide,
5crime prevention program; and

6WHEREAS, National Night Out is an evening for America to
7stand together and promote awareness, safety, and neighborhood
8unity; and

9WHEREAS, National Night Out is designed to heighten crime
10prevention awareness; generate support for, and participation in,
11local anticrime efforts; strengthen neighborhood spirit and
12police-community partnerships; and send a message to criminals
13letting them know that neighborhoods are organized and fighting
14back; and

15WHEREAS, On August 6, 2013, residents in neighborhoods
16throughout California and across the nation are asked to join
P2    1together to spend the evening outside with their neighbors and
2police; and

3WHEREAS, Many neighborhoods throughout California and
4across the nation will be hosting a variety of special events on
5August 6, 2013, such as block parties, cookouts, parades, visits
6from police, flashlight walks, safety demonstrations, contests,
7youth activities, and anticrime rallies; and

8WHEREAS, National Night Out has proven to be an effective,
9inexpensive, and enjoyable program to promote neighborhood
10unity and encourage strong relationships between local community
11members and law enforcement agencies that will help to strengthen
12community safety throughout the entire year; and

13WHEREAS, National Night Out highlights the vital importance
14that citizen involvement has in our fight for a safer state and nation;
15and

16WHEREAS, Over 37 million people from over 15,000
17communities from all 50 states, United States territories, Canadian
18cities, and military bases worldwide participated in National Night
19Out in 2012; and

20WHEREAS, National Night Out provides a unique opportunity
21for California to recognize the thousands of communities across
22the state and country promoting cooperative, police-community
23crime prevention efforts; and

24WHEREAS, It is essential that all people of California be aware
25of the importance of crime prevention programs and the impact
26that their participation can have on reducing crime; and

27WHEREAS, All people should be encouraged to join with their
28neighbors, local police and sheriff’s departments, and the National
29Association of Town Watch in supporting the 30th Annual National
30Night Out; now, therefore, be it

31Resolved by the Senate of the State of California, the Assembly
32thereof concurring,
That the Legislature proclaims August 6, 2013,
33as National Night Out in California and urges the people of
34California to observe and participate in National Night Out; and
35be it further

36Resolved, That the Secretary of the Senate transmit copies of
37this resolution to the author for appropriate distribution.
