Senate Concurrent Resolution No. 56—Relative to National Night Out.

LEGISLATIVE COUNSEL’S DIGEST

SCR 56, as amended, Torres. National Night Out.

This measure would proclaim August 6, 2013, as National Night Out in California and would urge the people of California to observe and participate in National Night Out.

P1    1WHEREAS, On August 6, 2013, the National Association of
2Town Watch is joining with law enforcement agencies,
3communities, and business organizations throughout the nation to
4sponsor the 30th Annual National Night Out, a unique, nationwide,
5crime prevention program; and

6WHEREAS, National Night Out is an evening for America to
7stand together and promote awareness, safety, and neighborhood
8unity; and

9WHEREAS, National Night Out is designed to heighten crime
10prevention awareness; generate support for, and participation in,
11local anticrime efforts; strengthen neighborhood spirit and
12police-community partnerships; and send a message tobegin delete criminalsend delete
P2    1begin insert criminals,end insert letting them know that neighborhoods are organized
2and fighting back; and

3WHEREAS, On August 6, 2013, residents in neighborhoods
4throughout California and across the nation are asked to join
5together to spend the evening outside with their neighbors and
6police; and

7WHEREAS, Many neighborhoods throughout California and
8across the nation will be hosting a variety of special events on
9August 6, 2013, such as block parties, cookouts, parades, visits
10from police, flashlight walks, safety demonstrations, contests,
11youth activities, and anticrime rallies; and

12WHEREAS, National Night Out has proven to be an effective,
13inexpensive, and enjoyable program to promote neighborhood
14unity and encourage strong relationships between local community
15members and law enforcement agencies that will help to strengthen
16community safety throughout the entire year; and

17WHEREAS, National Night Out highlights the vital importance
18that citizen involvement has in our fight for a safer state and nation;
19and

20WHEREAS, Over 37 million people from over 15,000
21communities from all 50 states, United States territories, Canadian
22cities, and military bases worldwide participated in National Night
23Out in 2012; and

24WHEREAS, National Night Out provides a unique opportunity
25for California to recognize the thousands of communities across
26the state and country promoting cooperative, police-community
27crime prevention efforts; and

28WHEREAS, It is essential that all people of California be aware
29of the importance of crime prevention programs and the impact
30that their participation can have on reducing crime; and

31WHEREAS, All people should be encouraged to join with their
32neighbors, local police and sheriff’s departments, and the National
33Association of Town Watch in supporting the 30th Annual National
34Night Out; now, therefore, be it

35Resolved by the Senate of the State of California, the Assembly
36thereof concurring,
That the Legislature proclaims August 6, 2013,
37as National Night Out in California and urges the people of
38California to observe and participate in National Night Out; and
39be it further

2this resolution to the author for appropriate distribution.
