Senate Concurrent Resolution No. 57—Relative to the CHP Officers Harold E. Horine and Bill Liephardt Memorial Highway.

SCR 57, as introduced, Hernandez. The California Highway Patrol Officers Harold E. Horine and Bill Liephardt Memorial Highway.

This measure would designate a portion of Interstate 10 in the County of Los Angeles as the CHP Officers Harold E. Horine and Bill Liephardt Memorial Highway. The measure would request the Department of Transportation to determine the cost for appropriate signs showing this designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.

P1    1WHEREAS, California Highway Patrol Officers Harold Horine
2and Bill Liephardt made the ultimate sacrifice while performing
3their sworn duty, and in recognition thereof, we pay special tribute
4to their bravery and dedication; and

5WHEREAS, On May 13, 1978, the state suffered a tragic loss
6when California Highway Patrol Officers Harold Horine and Bill
7Liephardt were struck by a drunk driver while investigating a
8roadside crash involving an abandoned vehicle; and

9WHEREAS, Officer Harold Eugene Horine was born March
1013, 1939, to Martin and Ruth, in El Monte, California, and had
11four siblings: Leroy, Dilbert, Ruthie, and Maria; and

12WHEREAS, Officer Horine graduated from El Monte Christian
13High School in 1957 and worked a few jobs, including as a
P2    1construction worker, prior to joining the California Highway Patrol;
2and

3WHEREAS, Officer Horine married the love of his life, Rita,
4on September 20, 1957, and had four wonderful daughters: Cathy,
5born April 18, 1959, Loretta, born July 13, 1960, Connie, born
6September 17, 1961, and Tammy, born May 9, 1970; and

7WHEREAS, Officer Horine, badge number 6686, graduated
8from the California Highway Patrol Academy in 1968 and, upon
9graduation, was assigned to the Baldwin Park Area, where he
10proudly served for approximately 10 years; and

11WHEREAS, Officer Horine was a hard working, dedicated
12officer who loved his job and enjoyed the people he worked with.
13He was known for being a loyal family man and a wonderful father
14and husband. His greatest joys were his wife and children. Officer
15Horine had an incredible optimism, a great sense of adventure,
16and enthusiasm for life. In his spare time, he enjoyed skiing,
17boating, and camping; and

18WHEREAS, Officer Horine is survived by three of his siblings,
19his wife and daughters, and 11 grandchildren: AJ, Blake, Brandi,
20Brent, Brian, Corey, Jamie, Lisa, Richie, Rochelle, and Sheri; and

21WHEREAS, Officer William Ferris Liephardt, Jr. was born
22January 4, 1939, to William and Lois, in La Junta, Colorado; and

23WHEREAS, Officer Liephardt graduated from Saint Mary’s
24High School in Long Beach, California, and attended Mt. San
25Antonio College in Walnut Creek, California, immediately
26thereafter; and

27WHEREAS, Officer Liephardt served in the United States Air
28Force from 1958 to 1964 before deciding to join the California
29Highway Patrol; and

30WHEREAS, Officer Liephardt married his best friend, Marie,
31on November 5, 1960, and had four wonderful children: Christine,
32Lisa, Tony, and Eric; and

33WHEREAS, Officer Liephardt, badge number 4911, was
34assigned to the Baldwin Park Area, where he proudly served for
35approximately 12 years; and

36WHEREAS, Officer Liephardt was a devoted officer, husband,
37and father and was known for his sense of humor and commitment
38to his family, the Department of the California Highway Patrol,
39and the citizens of California. In his spare time, he enjoyed playing
P3    1golf, coaching football and baseball, and spending time with his
2family and friends; and

3WHEREAS, Officer Liephardt is survived by his brother
4Richard, wife and children, and his six grandchildren: Ashley,
5Brandon, Brittani, Cole, O’Ryan, and Steven; and

6WHEREAS, In recognition of Officers Harold Horine and Bill
7Liephardt’s contributions and sacrifices in serving the California
8Highway Patrol and the citizens of California, it would be fitting
9to designate the portion of Interstate 10 from the Baldwin Park
10Overcrossing to the Sunset Avenue Undercrossing in the County
11of Los Angeles as the CHP Officers Harold E. Horine and Bill
12Liephardt Memorial Highway in their honor; now, therefore, be
13it

14Resolved by the Senate of the State of California, the Assembly
15thereof concurring,
That the Legislature hereby designates the
16portion of Interstate 10 from the Baldwin Park Overcrossing to
17the Sunset Avenue Undercrossing in the County of Los Angeles
18as the CHP Officers Harold E. Horine and Bill Liephardt Memorial
19Highway; and be it further

20Resolved, That the Department of Transportation is requested
21to determine the costs of erecting the appropriate signs, consistent
22with the signing requirements for the state highway system,
23showing these special designations, and upon receiving donations
24from nonstate sources covering the cost, to erect those signs; and
25be it further

26Resolved, That the Chief Clerk of the Senate transmit copies of
27this resolution to the Department of Transportation and to the
28author for appropriate distribution.
