SCR 57, as amended, Hernandez. The California Highway Patrol Officers Harold E. Horine and Billbegin delete Liephardtend deletebegin insert Leiphardtend insert Memorial Highway.

This measure would designate a portion of Interstate 10 in the County of Los Angeles as the CHP Officers Harold E. Horine and Billbegin delete Liephardtend deletebegin insert Leiphardtend insert Memorial Highway. The measure would request the Department of Transportation to determine the cost for appropriate signs showing this designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.

P1    1WHEREAS, California Highway Patrol Officers Harold Horine
2and Billbegin delete Liephardtend deletebegin insert Leiphardtend insert made the ultimate sacrifice while
3performing their sworn duty, and in recognition thereof, we pay
4special tribute to their bravery and dedication; and

5WHEREAS, On May 13, 1978, the state suffered a tragic loss
6when California Highway Patrol Officers Harold Horine and Bill
7begin delete Liephardtend deletebegin insert Leiphardtend insert were struck by a drunk driver while
8investigating a roadside crash involving an abandoned vehicle;
9and

P2    1WHEREAS, Officer Harold Eugene Horine was born March
213, 1939, to Martin and Ruth, in El Monte, California, and had
3four siblings: Leroy, Dilbert, Ruthie, and Maria; and

4WHEREAS, Officer Horine graduated from El Monte Christian
5High School in 1957 and worked a few jobs, including as a
6construction worker, prior to joining the California Highway Patrol;
7and

8WHEREAS, Officer Horine married the love of his life, Rita,
9on September 20, 1957, and had four wonderful daughters: Cathy,
10born April 18, 1959, Loretta, born July 13, 1960, Connie, born
11September 17, 1961, and Tammy, born May 9, 1970; and

12WHEREAS, Officer Horine, badge number 6686, graduated
13from the California Highway Patrol Academy in 1968 and, upon
14graduation, was assigned to the Baldwin Park Area, where he
15proudly served for approximately 10 years; and

16WHEREAS, Officer Horine was a hard working, dedicated
17officer who loved his job and enjoyed the people he worked with.
18He was known for being a loyal family man and a wonderful father
19and husband. His greatest joys were his wife and children. Officer
20Horine had an incredible optimism, a great sense of adventure,
21and enthusiasm for life. In his spare time, he enjoyed skiing,
22boating, and camping; and

23WHEREAS, Officer Horine is survived by three of his siblings,
24his wife and daughters, and 11 grandchildren: AJ, Blake, Brandi,
25Brent, Brian, Corey, Jamie, Lisa, Richie, Rochelle, and Sheri; and

26WHEREAS, Officer William Ferrisbegin delete Liephardtend deletebegin insert Leiphardtend insert, Jr.
27was born January 4, 1939, to William and Lois, in La Junta,
28Colorado; and

29WHEREAS, Officerbegin delete Liephardtend deletebegin insert Leiphardtend insert graduated from Saint
30Mary’s High School in Long Beach, California, and attended Mt.
31San Antonio College in Walnut Creek, California, immediately
32thereafter; and

33WHEREAS, Officerbegin delete Liephardtend deletebegin insert Leiphardtend insert served in the United
34States Air Force from 1958 to 1964 before deciding to join the
35California Highway Patrol; and

36WHEREAS, Officerbegin delete Liephardtend deletebegin insert Leiphardtend insert married his best friend,
37Marie, on November 5, 1960, and had four wonderful children:
38Christine, Lisa, Tony, and Eric; and

2was assigned to the Baldwin Park Area, where he proudly served
3for approximately 12 years; and

4WHEREAS, Officerbegin delete Liephardtend deletebegin insert Leiphardtend insert was a devoted officer,
5husband, and father and was known for his sense of humor and
6commitment to his family, the Department of the California
7Highway Patrol, and the citizens of California. In his spare time,
8he enjoyed playing golf, coaching football and baseball, and
9spending time with his family and friends; and

10WHEREAS, Officerbegin delete Liephardtend deletebegin insert Leiphardtend insert is survived by his
11brother Richard, wife and children, and his six grandchildren:
12Ashley, Brandon, Brittani, Cole, O’Ryan, and Steven; and

13WHEREAS, In recognition of Officers Harold Horine and Bill
14begin delete Liephardt’send deletebegin insert Leiphardt’send insert contributions and sacrifices in serving the
15California Highway Patrol and the citizens of California, it would
16be fitting to designate the portion of Interstate 10 from the Baldwin
17Park Overcrossing to the Sunset Avenue Undercrossing in the
18County of Los Angeles as the CHP Officers Harold E. Horine and
19Billbegin delete Liephardtend deletebegin insert Leiphardtend insert Memorial Highway in their honor; now,
20 therefore, be it

21Resolved by the Senate of the State of California, the Assembly
22thereof concurring,
That the Legislature hereby designates the
23portion of Interstate 10 from the Baldwin Park Overcrossing to
24the Sunset Avenue Undercrossing in the County of Los Angeles
25as the CHP Officers Harold E. Horine and Billbegin delete Liephardtend deletebegin insert Leiphardtend insert
26 Memorial Highway; and be it further

27Resolved, That the Department of Transportation is requested
28to determine the costs of erecting the appropriate signs, consistent
29with the signing requirements for the state highway system,
30showing these special designations, and upon receiving donations
31from nonstate sources covering the cost, to erect those signs; and
32be it further

33Resolved, That the Chief Clerk of the Senate transmit copies of
34this resolution to thebegin delete Departmentend deletebegin insert Directorend insert of Transportation and
35to the author for appropriate distribution.
