This measure would designate a portion of Interstate 10 in the County of Los Angeles as the CHP Officers Harold E. Horine and Bill Leiphardt Memorial Highway. The measure would request the Department of Transportation to determine the cost for appropriate signs showing this designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.

P1 1WHEREAS, California Highway Patrol Officers Harold Horine
2and Bill Leiphardt made the ultimate sacrifice while performing
3their sworn duty, and in recognition thereof, we pay special tribute
4to their bravery and dedication; and
5WHEREAS, On May 13, 1978, the state suffered a tragic loss
6when California Highway Patrol Officers Harold Horine and Bill
7Leiphardt were struck by a drunk driver while investigating a
8roadside crash involving an abandoned vehicle; and
P2 1WHEREAS, Officer Harold Eugene Horine was born March
213, 1939, to Martin and Ruth, in El Monte, California, and had
3four siblings: Leroy, Dilbert, Ruthie, and Maria; and
4WHEREAS, Officer Horine graduated from El Monte Christian
5High School in 1957 and worked a few jobs, including as a
6construction worker, prior to joining thebegin insert Department of theend insert
7 California Highway Patrol; and
8WHEREAS, Officer Horine married the love of his life, Rita,
9on September 20, 1957, and had four wonderful daughters: Cathy,
10born April 18, 1959, Loretta, born July 13, 1960, Connie, born
11September 17, 1961, and Tammy, born May 9, 1970; and
12WHEREAS, Officer Horine, badge number 6686, graduated
13from the California Highway Patrol Academy in 1968 and, upon
14graduation, was assigned to the Baldwin Park Areabegin insert Officeend insert, where
15he proudly served for approximately 10 years; and
16WHEREAS, Officer Horine was a hard working, dedicated
17officer who loved his job and enjoyed the people he worked with.
18He was known for being a loyal family man and a wonderful father
19and husband. His greatest joys were his wife and children. Officer
20Horine had an incredible optimism, a great sense of adventure,
21and enthusiasm for life. In his spare time, he enjoyed skiing,
22boating, and camping; and
23WHEREAS, Officer Horine is survived by three of his siblings,
24his wife and daughters, and 11 grandchildren: AJ, Blake, Brandi,
25Brent, Brian, Corey, Jamie, Lisa, Richie, Rochelle, and Sheri; and
26WHEREAS, Officer William Ferris Leiphardt, Jr. was born
27January 4, 1939, to William and Lois, in La Junta, Colorado; and
28WHEREAS, Officer Leiphardt graduated from Saint Mary’s
29High School in Long Beach, California, and attended Mt. San
30Antonio College in Walnutbegin delete Creekend delete, California, immediately
31thereafter; and
32WHEREAS, Officer Leiphardt served in the United States Air
33Force from 1958 to 1964 before deciding to join thebegin insert Department
34of theend insert California Highway Patrol; and
35WHEREAS, Officer Leiphardt married his best friend, Marie,
36on November 5, 1960, and had four wonderful children: Christine,
37Lisa, Tony, and Eric; and
38WHEREAS, Officer Leiphardt, badge number 4911, was
39assigned to the Baldwin Park Areabegin insert Officeend insert, where he proudly served
40for approximately 12 years; and
P3 1WHEREAS, Officer Leiphardt was a devoted officer, husband,
2and father and was known for his sense of humor and commitment
3to his family, the Department of the California Highway Patrol,
4and the citizens of California. In his spare time, he enjoyed playing
5golf, coaching football and baseball, and spending time with his
6family and friends; and
7WHEREAS, Officer Leiphardt is survived by his brother
8Richard, wife and children, and his six grandchildren: Ashley,
9Brandon, Brittani, Cole, O’Ryan, and Steven; and
10WHEREAS, In recognition of Officers Harold Horine and Bill
11Leiphardt’s contributions and sacrifices in serving thebegin insert Department
12of theend insert California Highway Patrol and the citizens of California, it
13would be fitting to designate the portion of Interstate 10 from the
14Baldwin Park Overcrossing to the Sunset Avenue Undercrossing
15in the County of Los Angeles as the CHP Officers Harold E. Horine
16and Bill Leiphardt Memorial Highway in their honor; now,
17
therefore, be it
18Resolved by the Senate of the State of California, the Assembly
19thereof concurring, That the Legislature hereby designates the
20portion of Interstate 10 from the Baldwin Park Overcrossing to
21the Sunset Avenue Undercrossing in the County of Los Angeles
22as the CHP Officers Harold E. Horine and Bill Leiphardt Memorial
23Highway; and be it further
24Resolved, That the Department of Transportation is requested
25to determine the costs of erecting the appropriate signs, consistent
26with the signing requirements for the state highway system,
27showing these special designations, and upon receiving donations
28from nonstate sources covering the cost, to erect those signs; and
29be it further
30Resolved, That thebegin delete Chief Clerkend deletebegin insert Secretaryend insert of the Senate transmit
31copies of this resolution to the Director of Transportation and to
32the author for appropriate distribution.
