Senate Concurrent Resolution No. 58—Relative to Restless Legs Syndrome/Willis-Ekbom Disease Awareness Day.

This measure would proclaim September 23, 2013, as Restless Legs Syndrome/Willis-Ekbom Disease Awareness Day in California.

P1    1WHEREAS, Restless Legs Syndrome/Willis-Ekbom disease is
2a neurological disorder characterized by unpleasant sensations in
3the legs and a distressing, irresistible urge to move them; and

4WHEREAS, An estimated 10 million adults in the United States,
5totaling 3 percent of our country, and millions of others worldwide
6have been affected by Restless Legs Syndrome/Willis-Ekbom
7disease, a disease for which there is no known cure; and

8WHEREAS, Restless Legs Syndrome/Willis-Ekbom disease is
9difficult to diagnose; and

10WHEREAS, Symptoms typically include an urge to move the
11legs, caused by uncomfortable and unpleasant sensations in the
12legs, presenting or worsening in the evening or night, and
13additionally, daytime symptoms of Restless Legs
14Syndrome/Willis-Ekbom disease have been established; and

15WHEREAS, Restless Legs Syndrome/Willis-Ekbom disease
16has an impact on sleep, concentration, and work productivity; with
1768.6 percent of patients needing more than 30 minutes, generally
P2    1regarded as pathologic, to initiate sleep and 60.1 percent waking
2three or more times per night; with 49.7 percent of patients
3reporting that symptoms adversely affect next day concentration;
4and with patients with moderate to severe Restless Legs
5Syndrome/Willis-Ekbom disease having an overall mean loss of
6workplace productivity of one day per 40-hour workweek; and

7WHEREAS, Increased awareness and expanded knowledge of
8the realities of life with Restless Legs Syndrome/Willis-Ekbom
9will allow the community at large to better support people who
10struggle with the challenges of this condition; and

11WHEREAS, The Restless Legs Syndrome Foundation, a
12nonprofit organization, and other groups around our country have
13joined together to promote Restless Legs Syndrome/Willis-Ekbom
14disease awareness and support, including improved education,
15diagnosis, research, and treatment; and

16WHEREAS, The Restless Legs Syndrome Foundation is urging
17patients, their supporters, health care providers, and the general
18public to demonstrate their caring by sharing the road on which
19patients walk, the facts about Restless Legs
20Syndrome/Willis-Ekbom disease, and the growing awareness of
21the etiology of this disorder and treatments; and

22WHEREAS, The community’s focus on Restless Legs
23Syndrome/Willis-Ekbom disease and its impact on patients’ lives
24will help give hope for a brighter future for people with Restless
25Legs Syndrome/Willis-Ekbom; now, therefore, be it

26Resolved by the Senate of the State of California, the Assembly
27thereof concurring,
That the California Legislature hereby
28recognizes the needs of these chronically ill people and proclaims
29September 23, 2013 as Restless Legs Syndrome/Willis-Ekbom
30Disease Awareness Day and urges all our citizens to support the
31search for a cure and to assist those individuals and families who
32deal with this condition on a daily basis; and be it further

33Resolved, That the Secretary of the Senate transmit copies of
34this resolution to the author for appropriate distribution.
