This measure would proclaim September 23, 2013, as Restless Legs Syndrome/Willis-Ekbom Disease Awareness Day in California.

P1 1WHEREAS, Restless Legs Syndrome/Willis-Ekbom disease is
2a neurological disorder characterized by unpleasant sensations in
3the legs and a distressing, irresistible urge to move them; and
4WHEREAS, An estimated 10 million adults in the United States,
5totaling 3 percent of our country, and millions of others worldwide
6have been affected by Restless Legs Syndrome/Willis-Ekbom
7disease, a disease for which there is no known cure; and
8WHEREAS, Restless Legs Syndrome/Willis-Ekbom disease is
9difficult to diagnose; and
10WHEREAS, Symptoms typically include an urge to move the
11legs, caused by uncomfortable and unpleasant sensations in the
12legs, presenting or worsening in the evening or night, and
13additionally, daytime symptoms of Restless Legs
14Syndrome/Willis-Ekbom disease have been established; and
P2 1WHEREAS, Restless Legs Syndrome/Willis-Ekbom disease
2has an impact on sleep, concentration, and work productivity; with
368.6 percent of patients needing more than 30 minutes, generally
4regarded as pathologic, to initiate sleep and 60.1 percent waking
5three or more times per night; with 49.7 percent of patients
6reporting that symptoms adversely affect next day concentration;
7and with patients with moderate to severe Restless Legs
8Syndrome/Willis-Ekbom disease having an overall mean loss of
9workplace productivity of one day per 40-hour workweek; and
10WHEREAS, Increased awareness and expanded knowledge of
11the realities of life with Restless Legs Syndrome/Willis-Ekbom
12begin insert diseaseend insert will allow the community at large to better support people
13who struggle with the challenges of this condition; and
14WHEREAS, The Restless Legs Syndrome Foundation, a
15nonprofit organization, and other groups around our country have
16joined together to promote Restless Legs Syndrome/Willis-Ekbom
17disease awareness and support, including improved education,
18diagnosis, research, and treatment; and
19WHEREAS, The Restless Legs Syndrome Foundation is urging
20patients, their supporters, health care providers, and the general
21public to demonstrate their caring by sharing the road on which
22patients walk, the facts about Restless Legs
23Syndrome/Willis-Ekbom disease, and the growing awareness of
24the etiology of this disorder and treatments; and
25WHEREAS, The community’s focus on Restless Legs
26Syndrome/Willis-Ekbom disease and its impact on patients’ lives
27will help give hope for a brighter future for people with Restless
28Legs Syndrome/Willis-Ekbombegin insert diseaseend insert; now, therefore, be it
29Resolved by the Senate of the State of California, the Assembly
30thereof concurring, That the California Legislature hereby
31recognizes the needs of these chronically ill people and proclaims
32September 23,begin delete 2013end deletebegin insert 2013,end insert as Restless Legs Syndrome/Willis-Ekbom Disease Awareness Day and urges all our citizens to support the search for a cure and to assist those individuals and families who deal with this condition on a daily basis; and be it further
37Resolved, That the Secretary of the Senate transmit copies of
