This measure would designate a specified portion of State Highway Route 14 in thebegin delete County of Los Angelesend deletebegin insert City of Palmdaleend insert as the Lance Corporal Javier Olvera Memorial Highway. The measure would also request the Director of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.

P1 1WHEREAS, Javier Olvera was born on September 24, 1988, in
2the City of Sylmar, California, to Francisco and Martha Olvera;
3and
4WHEREAS, Mr. Olvera attended R. Rex Parris High School in
5the Antelope Valley, during which he participated and excelled in
6the Police Explorer program. While watching military programs
7on the History Channel, Mr. Olvera became interested in the United
8States Marine Corps; and
9WHEREAS, Hoping to take his life in a positive direction, in
102006 Mr. Olvera enlisted in the United States Marine Corps and
P2 1was sent to the Marine Corps Recruit Depot in San Diego,
2California; and
3WHEREAS, Mr. Olvera graduated from Marine Corps boot
4camp with his platoon on February 23, 2007, the same day in
5history that the United States Marines raised the American flag on
6Mount Surabachi in 1945 during the Battle of Iwo Jima in World
7War II; and
8WHEREAS, Mr. Olvera was then sent to Camp Lejeune in North
9Carolina for training as a 0311 Infantryman, where his specialty
10was as a radio operator, a highly dangerous job, often targeted in
11 battle by the enemy; and
12WHEREAS, On August 1, 2007, Mr. Olvera was promoted to
13the rank of Lance Corporal; and
14WHEREAS, In September 2007, Lance Corporal Olvera
15deployed to Iraq, where he stayed until February 2008, when he
16returned to the United States; and
17WHEREAS, Lance Corporal Olvera was again called to service
18in May 2009, and subsequently deployed with 2nd Battalion, 8th
19Marines with a contingent of 21,000 other Marines to Afghanistan;
20and
21WHEREAS, On August 8, 2009, Lance Corporal Olvera was
22killed in action by an improvised explosive device (IED); and
23WHEREAS, During Lance Corporal Olvera’s three years of
24service, he was a rising star in the ranks of the United States Marine
25Corps, aiming to eventually attain the rank of Sergeant; and
26WHEREAS, Lance Corporal Olvera, who gave his life for the
27ideals and values of our country, which he treasured deep inside
28him, lived by the United States Marine Corps motto, “Semper
29Fidelis,” Latin for “Always Faithful”; and
30WHEREAS, The death of Lance Corporal Olvera touched many
31lives, and all who knew him will forever remember his honor,
32courage, and commitment, and be reminded of the biblical
33admonition that “No one has greater love than this, to lay down
34one’s life for one’s friends”; now, therefore, be it
35Resolved by the Senate of the State of California, the Assembly
36thereof concurring, That the Legislature hereby designates the
37portion of State Highway Route 14begin delete along Palmdale’s Avenue P begin insert in the city of Palmdale from the
38exit in the County of Los Angelesend delete
39south junction of State Highway Route 14 and State Highway Route
P3 1138 to West Avenue O8end insert as the Lance Corporal Javier Olvera
2Memorial Highway; and be it further
3Resolved, That the Director of Transportation is requested to
4determine the cost of appropriate signs consistent with the signing
5requirements for the state highway system showing this special
6designation and, upon receiving donations from nonstate sources
7sufficient to cover the cost, to erect those signs; and be it further
8Resolved, That the Secretary of the Senate transmit copies of
9this resolution to the Director of Transportation and to the author
10for appropriate distribution.
