           DIGEST  :    This resolution names a portion of State Highway  
          Route (SR) 14 in Los Angeles County as the Lance Corporal Javier  
          Olvera Memorial Highway.

           ANALYSIS  :    This resolution is to honor the life and service of  
          Javier Olvera.   

          Javier Olvera grew up in the San Fernando Valley and as a  
          teenager moved with his family to Palmdale.  After graduating  
          from R. Rex Parris High School in 2006, he enlisted in the U.S.  
          Marine Corps.  He served as rifleman and radio operator.  He was  
          deployed to Iraq during 2007 and 2008, and then to Afghanistan  
          in 2009.  Lance Corporal Olvera died on August 8, 2009, at the  
          age 20 while conducting combat operations in Helmand province of

          Afghanistan on the Pakistani border.

          This resolution designates the portion of SR 14 from its south  
          junction with SR 138 to West Avenue O8 in the City of Palmdale  
          as the Lance Corporal Javier Olvera Memorial Highway.  This  
          resolution further requests that the Department of  
          Transportation erect appropriate signs upon receiving donations  
          from non-state sources to cover the costs.
