This measure would declare September 19, 2013, to be Online Voter Registration Day, and would state the Legislature’s intent to encourage all eligible voters in the state to register to vote prior to the October 21, 2013, deadline for local elections to be held on November 5, 2013.

P1 1WHEREAS, Political sovereignty was vested in the people to
2ensure a process of remedy and redress of grievances against
3government through a democratic process of electing
4representatives to voice the people’s concerns; and
5WHEREAS, Individuals can now easily participate in our
6democracy by registering to vote online or through a range of
7traditional means to take advantage of their right to vote, the most
8important of rights and obligations, and dutifully participate in the
9electoral system in order to guarantee that democracy works for
10the people’s interests; and
11WHEREAS, An eligible citizen shall not be prevented from
12registering to vote or barred from the right to vote by his or her
13ethnicity, gender, sexual orientation, age, or disability, nor a test
14of land, literacy, or fluency; and
P2 1WHEREAS, Every movement toward universal suffrage, from
2the inclusion of African Americans to the inclusion of women,
3strengthens the social fabric; and
4WHEREAS, Party affiliation, or lack thereof, should not hinder
5the state from registering voters; and
6WHEREAS, The purpose of Online Voter Registration Day is
7to encourage participation in democracy and register eligible voters
8in the state; and
9WHEREAS, Approximately 24 percent of eligible voters in the
10state are not registered to vote; and
11WHEREAS, Many eligible voters either miss the registration
12deadline or do not know how to register to vote; and
13WHEREAS, An eligible voter in the state has multiple avenues
14to register to vote, including registering at a local public assistance
15or disability service agency or at the Department of Motor
16Vehicles, completing and mailing a voter registration card available
17at all United States post offices, or registering online at the
18Secretary of State’s voter registration Internet Web site; now,
19therefore be it
20Resolved by the Senate of the State of California, the Assembly
21thereof concurring, That September 19, 2013, be proclaimed as
22Online Voter Registration Day; and be it further
23Resolved, That the Legislature hereby encourages all eligible
24voters in the state to register to vote prior to the October 21, 2013,
25deadline for local elections to be held on November 5, 2013; and
26be it further
27Resolved, That the Secretary of the Senate transmit copies of
28this resolution to the author for appropriate distribution.
