This measure would designate the portion of State Highway Route 99 in the City of Galt as the Officer Kevin Tonn Memorial Highway. The measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering the cost, to erect those signs.

P1 1WHEREAS, Kevin Tonn became interested in law enforcement
2prior to entering high school, as his father attended the Sacramento
3County Sheriff’s Academy and his uncle was a special agent with
4the Department of Justice; and
5WHEREAS, Kevin Tonn, in high school, joined the Roseville
6Police Explorers and started down the path of helping and serving
7others; and
8WHEREAS, At 19 years of age, Kevin Tonn enlisted in the
9United States Army and became a military policeman and,
10following his military service, he became a firefighter in the State
11of New York for eight years, rising to the rank of assistant chief;
12and
P2 1WHEREAS, Kevin Tonn later returned to California and, after
2working as a fire prevention officer for the City of Sacramento
3and later owning and operating a letter and parcel shipping
4business, he attended the Sacramento County Sheriff’s Academy
5and eventually became a police officer in the City of Galt in
6September 2009; and
7WHEREAS, Officer Tonn was later promoted to the K-9 unit
8of the Galt Police Department, serving along with his dog, Yaro;
9and
10WHEREAS, On January 15, 2013, after three and one-half years
11of service, Officer Tonn, while responding to an in-progress
12residential burglary, was shot by an individual he had sought to
13question, and later succumbed to his injuries at Kaiser Hospital;
14and
15WHEREAS, It is appropriate to recognize Officer Tonn’s service
16to the community, resulting in the sacrifice of his life, by
17designating a portion of State Highway 99 in his honor and
18memory; now, therefore, be it
19Resolved by the Senate of the State of California, the Assembly
20thereof concurring, That, the Legislature hereby designates the
21portion of State Highway Route 99 in the City of Galt as the Officer
22Kevin Tonn Memorial Highway; and be it further
23Resolved, That the Department of Transportation is requested
24to determine the cost of appropriate signs consistent with the
25signing requirements for the state highway system showing this
26special designation and, upon receiving donations from nonstate
27sources sufficient to cover the cost, to erect those signs; and be it
28further
29Resolved, That the Secretary of the Senate transmit copies of
30this resolution to the Director of Transportation and to the author
31for appropriate distribution.
