SENATE VOTE : 35-0
SUBJECT : Officer Kevin Tonn Memorial Highway
SUMMARY : Designates a specific portion of State Route (SR) 99
in Sacramento County as the "Officer Kevin Tonn Memorial
Highway." Specifically, this bill :
1)Recounts the lifetime accomplishments Kevin Tonn, a decorated
veteran and public safety officer.
2)Designates a portion of SR 99 that runs through the City of
Galt in Sacramento County as the Officer Kevin Tonn Memorial
Highway.
3)Requests that the California Department of Transportation
(Caltrans) determine the cost of appropriate signs, consistent
with the signing requirements for the state highway system,
showing the special designation and, upon receiving donations
from non-state sources covering that cost, to erect those
signs.
EXISTING LAW : Assigns Caltrans the responsibility of operating
and maintaining state highways. This includes the installation
and maintenance of highway signs.
FISCAL EFFECT : Costs to make and erect the appropriate signs
are covered by donations.
COMMENTS : Officer Kevin Tonn came from a law enforcement
family; his father attended the Sacramento County Sheriff's
Academy and his uncle was a Special Agent with the State
Department of Justice. In 1991, when he entered high school,
Officer Tonn joined the Roseville Police Explorers. Officer
Tonn enlisted in the US Army at age 19 and became a military
policeman. Following his military service, he became a
firefighter in the state of New York for eight years.
Returning to California, Officer Tonn worked as a fire

prevention officer for the City of Sacramento. Later, he owned
and operated a letter and parcel shipping business. In 2009,
after attending the Sacramento County Sheriff's Academy, he
became a police officer in the City of Galt. Officer Tonn was
eventually promoted to the K-9 unit of the department, serving
with his dog, Yaro.
On January 15, 2013, a suspect shot Officer Tonn while he was
responding to an in-progress residential burglary. The suspect
died of self-inflicted wounds, and Officer Tonn later succumbed
to his injuries at Kaiser Permanente South Sacramento Medical
Center. He was 35 years old.
In May 2013, the Galt Police Department posthumously awarded
Officer Tonn the Medal of Valor, which is awarded when employees
sustain a serious wound or great bodily injury by a hostile
person. The hospital dedicated in Officer Tonn's name the
trauma resuscitation bay in which he died. In addition, Galt
High School students designed a memorial for Officer Tonn,
located near City Hall. This bill designating a specific
portion of SR 99 in honor of Kevin Tonn acknowledges the
significant role Officer Tonn played in his community and for
his country.
