SCR 87 (Anderson) - As Amended: August 6, 2014
SUBJECT : Memorial Highway Naming
SUMMARY : Designates a portion of State Route (SR) 76 in San
Diego County as the Luiseņo Highway. Specifically, this bill :
1)Recounts the history of trail and roadway construction and
historic naming of present day SR 76 which runs adjacent to
the San Luis Rey River in San Diego County.
2)Designates the portion of SR 76 from Interstate 15 (I-15) to
SR 79 as the Luiseno Highway.
3)Requests that the California Department of Transportation
(Caltrans) determine the cost of appropriate signs showing
these special designations and, upon receiving donations from
non-state sources covering that cost, to erect those signs.
EXISTING LAW : Assigns Caltrans the responsibility of operating
and maintaining state highways, including the installation and
maintenance of highway signs.
FISCAL EFFECT : Unknown, but the measure requests that Caltrans
only erect the appropriate signage upon receiving donations from
non-state sources covering the cost.
COMMENTS : Construction of SR 76 began in the 1930's along
trails originally developed by the Luiseņo Indians who lived and
traveled along the San Luis Rey River. The Rincon Band of
Luiseno Indians note that trails through the San Luis Rey River
gorge connected more than 43 villages that existed at the time
of the arrival of the Spanish. The memorial naming of SR 76 as
the Luiseņo Highway serves to acknowledge the role of the
Luiseņo Indians in establishing the route.
In addition to this bill, ACR 165 (Waldron) also proposes naming
a portion of SR 76, between the junctions of County Road S6 and
Rey River Ranch Road, the Joel Mendenhall Memorial Highway.
There is precedent for double naming of highways in the area
given that SR 76 between Interstate 5 and I-15 is currently

named the San Luis Rey Mission Expressway as well as the
Oceanside Police Officer Tony Zeppetella Memorial Highway. ACR
165 is scheduled to be heard in Assembly Transportation
Committee.
