           SENATE VOTE  :   37-0
           
          SUBJECT  :  Kirk Breed Memorial Race Track.

           SUMMARY  :  Designates the State Fair Race Track located on the  
          grounds of the California Exposition and State Fair (Cal Expo)  
          as the "Kirk Breed Memorial Race Track."  This resolution  
          requests the Board of Directors (board) of Cal Expo to determine  
          the cost of placing an appropriate memorial plaque marking this  
          special designation and, upon receiving significant donations  
          from non-state and non-Cal Expo sources to cover the cost, to  
          erect that memorial plaque.  

           EXISTING LAW  establishes Cal Expo, an independent state agency,  
          governed by an 11-member board with daily operations managed by  
          a chief executive officer selected by the board.  Nine directors  
          are appointed by the Governor with the consent of the Senate,  
          and one director each is appointed by the Speaker of the  
          Assembly and the Senate Committee on Rules.

           FISCAL EFFECT  :  According to the Senate Appropriations  
          Committee, pursuant to Senate Rule 28.8, negligible state costs.

           COMMENTS  :  Mr. Kirk Breed had a notable career in public  
          service, from serving in the Peace Corp in South America, to  
          serving as an Assembly Committee Consultant, and to managing Cal  
          Expo and the California Horse Racing Board.  According to the  
          author, Mr. Breed demonstrated a lifelong passion for horses and  
          the cowboy culture of the American West, producing the America's  
          Wild West Show, lobbying on behalf of interests such as the  
          Pacific Coast Quarter Horse Racing Association and Ray Cammack  
          Carnival Shows, and leading annual trail rides with the Flying  
          Cowboys and Sonoma Trail Blazers for over 25 years.  Supporters  
          state that Mr. Breed worked "tirelessly for high professional  
          health and safety standards in horse racing."  

          The Cal Expo track is a one mile dirt track, which first opened  
          in 1971, with a grandstand capacity of approximately 6,200 seats  
          and a Turf Club capacity of about 634 seats.  Cal Expo hosts

          harness racing from January to late June and from October thru  
          December.  Additionally, thoroughbred, quarter horse and Arabian  
          horse racing is held on the race track during the California  
          State Fair meet in July.  

          The author's office notes that this memorial effort will not  
          affect future land use decisions by the board, nor will it  
          require expenditure of state funds or Cal Expo funds.

          The Legislature has had the practice of naming many different  
          state and federal roadways, overpasses, interchanges, bridges,  
          and other properties, after notable individuals who have made a  
          difference or died in the line of duty.  It has been the  
          practice of the Legislature to have the cost of such signage and  
          plaques to be from private sector fund sources.
